Job Description Summary
Performs a wide variety of highly technical, managerial, and administrative duties for the National Criminal Justice Training Center (NCJTC) - AMBER Alert Training and Technical Assistance Program (AATTAP). Manages Strategic Communications, Publications and Websites related to the training and technical assistance for grant funded program activities and cost-recovery contracts for federal, state, local and tribal government agencies, and private organizations. Responsibilities include administration of FVTC and NCJTC programmatic policies and procedures; program management and development in alignment with the essential functions and responsibilities of the position; staff and consultant management; strategic project planning and implementation; and program evaluation for AATTAP deliverables related to publications and website administration and content. Also responsible for developing proposals for publications and website work as it relates to program areas.

Job Description
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily to be qualified for the position. Other duties may be required and assigned.

Website Administration:
  • Manage daily administrative functions of the AATTAP website and associated assets
  • Coordinate functional updates and high level website administration with the FVTC contracted web vendor
  • Develop and deliver resources and interactive collaboration platforms through website and secure web-portal technologies
  • Utilize professional web-design and journalistic best practice standards to ensure content development and styling, site interactions, and performance analytics are in accordance with industry standards for website administration
  • Serve as the principal in the absence of the Deputy Program Administrator for website projects and initiatives

Publications:
  • Develop special reports, papers, guidelines and other publications and reviews in online, downloadable and printable formats
  • Serve as executive editor for the AATTAP quarterly magazine and all other AATTAP publications
  • Collaborate with NCJTC Marketing and outreach networks, project partners and FVTC to distribute publications in the U.S. and internationally

Strategic Communications:
  • Lead a strategic monthly storytelling campaign that aligns with AATTAP and FVTC missions
  • Research, curate and develop content and communications to support AATTAP outreach efforts
  • Ensure timely communications to programmatic partners and stakeholders through the publishing of relevant social media and website content
  • Manage the AATTAP social media strategic plan and its implementation
Training:
  • Develop and conduct training for project stakeholders on AATTAP deliverables as assigned, including authorized user training on the AMBER Alert portal

Administration:
  • Manage staff, independent contractors, and vendors and, in conjunction with the Deputy Program Administrator, make necessary adjustments in assignments, project priorities, and project resources to meet AATAAP goals and outcomes
  • Develop funding proposals in conjunction with the Deputy Program Administrator to support AATTAP
  • Interview, make hiring recommendations, observe and evaluate performance of independent contractors and staff
  • Develop budgets and project plans, maintain project records, and produce compliance reports as required to support AATTAP publications and websites
  • Provide leadership in the development of strategies to effectively communicate program goals, technical assistance efforts, policies, and procedures
  • Manage the development of process-improvement strategies to include technology, communication, and organizational operations
  • Manage the development and delivery of new projects or activities
  • Communicate policies and procedures relating to staff training, program development, project funding, reimbursement, and record keeping to subordinate staff and associates
  • Perform other related duties as necessary and required for the effective administration of NCJTC and its programs and in the best interest of the training partners, collaborating agencies, and FVTC

Minimum Qualifications
Education and/or Experience Requirements:
  • Bachelor's degree in a related field; master's preferred.
  • Minimum five years related, relevant occupational, project management or supervisory experience.
  • Experience with grants management and federal program operations is preferred.
  • High level of knowledge of the AMBER Alert Program, and its operational and administrative functions.

Licenses, Certifications, and Other Requirements:
  • Ability to work effectively with a broad range of customers, including high-ranking government officials, administrators, managers, consultants, support staff, and students.
  • Excellent verbal, written, and technical communication skills.
  • Excellent time management, project management and project planning skills.
  • Subject to Motor Vehicle Records (MVR) check.

Work Environment
  • Work will be completed in a hybrid environment, both in person and virtually.
  • Travel may be required, based on assignment and programmatic needs.

Work environment may change based upon college needs.

Physical Requirements
  • Sitting: This role requires extended periods of sitting while performing tasks and utilizing computer systems.
  • Mobility: While much of the work is desk-based, occasional mobility may be necessary for attending meetings or program events with travel across the United States.
  • Fine Motor Skills: This role may need precise hand movements or manual dexterity for activities such as writing on a whiteboard, demonstrating experiments, or using instructional technology like computers.
  • Repetitive Motions: Capacity to perform repetitive motions, such as typing, without discomfort or injury.
  • Communication: Clear verbal and written communication skills are essential for interacting with employees, candidates, and stakeholders, both in-person and through electronic means.
  • Travel: This position may require off-site teaching, fieldwork, or travel for programmatic events.
  • Driving: Valid driver's license and ability to operate a vehicle to travel to remote locations where training and technical assistance events may be held.

Additional Information

Pay Rate: $79,500 - $93,500 per year.

Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data. Note: Internal applicants' wage will be based upon the applicable compensation guidelines.
