POSITION: Program Management Senior Manager LOCATION: El Segundo, CA REQUIRED SECURITY CLEARANCE: Active TS with SCI eligibility POSITION TYPE/STANDARD WORK HOURS: Full time, 40 hours THE OPPORTUNITY: Upon award, BTAS will be filling potential openings for the Space Systems Command (SSC). SSC plays a critical role in advancing the United States's space capabilities, delivering cutting-edge solutions to protect and enhance national security. SSC/SZBC specializes in highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to support the Department of Defense's (DoD) current and future operational needs. As a leader in space technology, SSC/SZ-BC is responsible for the development, integration, testing, deployment, and sustainment of mission-critical systems spanning the entire acquisition life cycle. PRIMARY RESPONSIBILITIES: Provide space acquisitions, engineering, operations, and technical advice and assistance for projects and programs at any stage of the acquisition life cycle Support program acquisition efforts in advanced technology, future concept development, and integration activities Advise and assist on cost, schedule, and performance issues Revise or draft Joint Capabilities Integrated Development System (JCIDS) and acquisition documentation for government program managers Support presentations of products to internal and external customers Include documentation such as Initial Capability Documents, Interface Control Documents, Capability Development/Production/Requirements Documents, Milestone documentation, Acquisition Strategies, Analysis of Alternatives, Concept of Operations, Memorandums of Agreement/Understanding, Technical/Systems Requirement Documents, Defense Acquisition Board documentation, Technical Evaluations, System Specifications, enabling concepts, training material, briefings, white papers, reports, and analysis results Develop work using latest applicable government guidance (e.g., MIL-STD) Provide draft SME-level technical and/or programmatic status reports as requested by the government Identify improvement areas in acquisition processes and provide actionable recommendations Assist in building and maintaining a government risk program including risk identification, process definition, and technical risk mitigation plans Support the government program manager in managing commitments, obligations, and expenditures of funds Perform earned value management and schedule analysis for program office defense contracts Understand distribution of classified funding and provide Planning, Programming, Budgeting, and Execution (PPBE) support including congressional reporting, fiscal year planning, continuing resolution management, unfunded requirement development and submittal, end-of-year funding actions, and Program Objective Memorandum (POM) development Provide expertise in Integrated Baseline Reviews/Business Financial Reviews to assess defense contractor cost and schedule performance Maintain current awareness of program schedules, monitor acquisition implementation, report requirement shortfalls, and provide program assessments based on identified risks Combine and correlate program execution data with program baselines to maintain and update acquisition reports Advise on technical engagements such as technical interchange meetings, design reviews, program conferences, video teleconferences, telecons, working groups, and informational meetings Maintain broad awareness of all programs and technology development efforts across the applicable portfolio Assist integrated product teams and working groups and establish customer and contractor interfaces Assist the government in executing source selections subject to FAR 9.505-4 including coordinating meeting requests, developing source selection documentation (e.g., source selection plan, acquisition strategy), and reviewing and drafting proposal evaluations Assist with management of the portfolio by providing information, advice, and recommendations for aligning portfolio acquisitions, manpower, and funding Advise and assist program managers to identify and minimize interface and integration issues Coordinate and resolve issues and facilitate team communications including resolution of internal system interface issues as well as external interface issues with multiple government or mission partner organizations MINIMUM QUALIFICATIONS: Degree requirements BA/BS with 18 years' experience, or MA/MS with 16 years' experience, or Ph.D./JD with 8 years' experience. Individual must be an SME Recognized Industry Leader. Responsible for successful delivery of a program to a customer; or managing performance of a task or project as part of a larger program under direction of another PM. Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance. Define or contribute to the program baseline then execute the program to comply with baseline requirements. Manage risk, customer relationships, and program staffing. Ensure compliance with quality standards and escalate challenges to leadership. Identify key resources required to manage and execute to the program baseline often requiring frequent, real-time changes to meet dynamic program needs. Identify and analyze significant variances and establish corrective actions. Manage and integrate a large size program staff that includes subcontractors or suppliers and task or project leads. Provide guidance and direction to the internal cross-functional team. Develop programspecific processes, procedures, techniques, or tools. Requires systems engineering or detailed technical approach involving trade studies, risk mitigation, or complex schedule. Act as primary interface for all program aspects and issues, program and account insight, and serious problem resolution. Possess mature leadership and management skills and provide advice and assistance to other PMs. Escalate and resolve serious program issues. SUPERVISORY RESPONSIBILITIES: This position does not supervise the work of others. WORK ENVIRONMENT: This job operates in a professional office environment. This role routinely uses standard office equipment. PHYSICAL DEMANDS: Must be able to operate a computer and other standard office equipment. Must be able to remain in a stationary position, 80%.
