ICF is looking for a
Program Director
to support vital citizen-facing web systems for federal government clients. This role is responsible for large scale program management, maintaining and growing client relationships, identifying new business opportunities, and leading capture and proposal efforts.
You will provide program management and oversee a multi-disciplinary, multi-vendor team responsible for agile software development, operation and maintenance of a mission-critical, public-facing system. You will also be responsible for future program planning and stakeholder engagement for a complex, multi-agency disaster response ecosystem.
The role is based in the Washington DC metropolitan area. Your leadership will transform the customer experience for disaster survivors navigating assistance options.
This is a dynamic position and requires an individual with strong program management and collaboration skills who can think strategically and execute tactically. This role will also contribute to FEMA-related business development activities from pipeline development, opportunity qualification, and capture strategy, to writing proposals.

The Work
- Manage 2-5 senior level direct reports as well as a matrixed team (20+), leading cross disciplinary efforts to
design, develop, iterate, and refine digital solutions
Analyze problems, identify core issues, and provide ongoing technical and operational guidance
to project/product teams.- Maintain a positive, results-oriented work environment by building partnerships with internal and external partners.
- Establish and maintain schedules, product roadmaps and strategic plans.
- Manage budgets, prepare cost estimates, and track resources using financial management tools.
- Actively communicate with clients to understand and define current needs and priorities.
- Support a full range of business development activities from pipeline development, opportunity qualification, capture strategy, and writing proposals.
- Perform continuous risk assessment and mitigation; work with management to identify and remove resource and technical barriers that impede development.
Minimum Qualifications

- Program management experience at FEMA.
- Disaster recovery program experience.
- Excellent verbal and written communication skills.
- Team player with excellent problem-solving and consensus-building skills.
- Current Agile SAFe certification.
- Active PMP.

- There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on Full time employment is:
$143,041.00 - $294,235.00 Reston, VA (VA30)
