Description:
Tiber Technologies is seeking a highly motivated and detail-oriented program finance professional looking to apply their experience in government contracting. The ideal candidate will be knowledgeable in program and project finance and cost accounting, as they will be overseeing all finance-related efforts for a Prime contract, including program control, invoicing and financial reporting. The successful candidate must be a self-starter with the ability to manage customer and partner relationships while collaborating with program and functional team members to facilitate successful contract execution and resolve emerging issues. The candidate must also have experience with and aptitude for managing program financial operations within a fast-paced, high-volume environment. Duties/Responsibilities:
• Provide cradle-to-grave financial support to Prime contract, as part of the Program Management Office (PMO).
• Deliver comprehensive, proactive and innovative, solutions-focused financial management to a new Prime contract.
• Coordinate periodic creation and submission of Prime invoice to the Government.
• Ensure procurement processes run efficiently by collaborating with project and procurement leaders .
• Manage all budgeting and forecasting, spend plan reporting, and protocol processes and procedures.
• Develop, monitor, and manage various reports such as contract finance records, travel reporting, funds exhaustion and man hour expenditure reporting.
• Collaborate with program team to manage financial elements of subcontracts, including rate negotiations and approval, invoice review and approval, and funding modifications.
• Summarize complex financial issues; prepare, develop and offer recommendations to leaders regarding creative solutions and risk mitigation planning.
• Support proposal activities during execution and for follow-on efforts.
• Collaborate with company leadership on reporting, audit activities, DCAA compliance, and other corporate finance elements as needed.
• Perform billed and unbilled reconciliations.
• Ensure government compliance, regulations, policies, and best practices are being met. Qualifications:
• Minimum of five years of finance-relate experience in service-based Government contract environment
• Progressive experience in program control or related financial analysis position, directly support Government contracts
• Knowledgeable with invoicing or other contract related deliverable experience
• Strong understanding of contract lifecycle management (RFP's, solicitations, execution, compliance, etc.)
• Proven skills in supporting proposal preparation of bids, analysis of RFP requirements and cost/pricing proposal efforts
• Demonstrated ability to be a self-starter who can work independently and make sound business judgements
• High proficiency in MS Office365 (Word, PowerPoint, and especially Excel)
• Strong analytical and negotiation skills
• Excellent oral and written communication skills Desired:
• Bachelor's Degree in a Business-related field; Experience in program finance may be considered in lieu of degree
• Experience with Procas and Adobe Products (Acrobat PRO)
• Working knowledge of Work Breakdown Structure (WBS) Development and Management, and File System Management and Organization
• Experience with the Maryland Procurement Office
