ASRC Federal / Broadleaf is seeking qualified candidates to fill the Program Analyst position supporting our USSOCOM work located in Tampa FL. DUTIES & RESPONSIBILITIES : The Program Analyst is responsible for assisting United States Special Operations Command (USSOCOM) by managing and tracking the necessary programmatic responsibilities and contract support. Ensuring deliverables and contract actions are executed on a timely manner by planning, analyzing, and evaluating the contracts status. Actions to assist the government include but are not limited to ensuring contract administrative duties, deliverables, objectives, and quality of contract are executed. The Program Analyst will provide the government with a monthly assessment of the applicable contract management requirements.
• The Contractor shall prepare various contractual documents for approval by the Government.
• The Contractor shall ensure all documentation and requirements are completed to support any internal Government review and approval processes.
• Self-monitor progress according to the schedule of completion to submit drafts and documents in a timely manner.
• Good organization skills and the ability to multitask on several projects simultaneously.
• The Contractor shall assist with the development and review of documentation associated with various contract administration efforts, including Statements of Work/Statement of Objectives/Performance Work Statements.
• The Contractor shall provide program strategy development, contract planning, documentation development, contract administration, and requirement/proposal reviews. The contractor shall utilize local web portals to track and organize program and contractual documentation.
• The Contractor shall assist with the validation and review of the contract documentation and deliverables submitted by the contract holders to ensure they are submitting correct, accurate, and up-to-date documentation in accordance with contractual requirements.
• Exhibits qualities of cooperation, adaptability and flexibility as changes occur in the department and maintains a positive attitude.
• Core hours are in accordance with the core Command hours from Monday through Friday. EXPERIENCE:
• Minimum of two to four years' experience in contract & procurement support.
• Ability to interpret, implement, and provide guidance in support of SOPs and IOPs.
• Ability to work independently or in a team framework.
• Ability to research and gather information; verify and analyze data.
• Ability to effectively communicate verbally and in writing with internal and external organizations. Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks. Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines. Requires a Bachelor's degree and 2-4 years of experience or equivalent.
