Overview The Program Analyst is responsible for supporting contracts with the Test Resource Management Center (TRMC) and the DoD, particularly in areas of technology transition and fielding while providing warfare analysis, mission engineering, and subject matter expertise to inform weapon system models and behaviors. They will play a supporting role in achieving the organizations goals by serving as a Joint Mission Integration and Experimentation (JMIE) range operations project officer, engaging DoD stakeholders from every warfighting domain to define experimentation technical requirements, scope, and schedule. This position will directly impact design of experiments for test execution through providing warfighting capability assessments and analysis while supporting and leading cross-functional, high-performance teams conducting quantitative and qualitative analysis to inform high-level decision makers. Responsibilities CORE FUNCTIONS/JOB DUITES
Works independently to: Provide technical support for program installation and check-out events, integration, and engineering efforts, such as participate in kick-off discussions, coordination, and planning for various projects.
Work closely with stakeholders to ensure scope and requirements are clearly defined, resource requirements are understood, and assist internal and external stakeholders with implementation of objectives and plans to meet those requirements.
Apply planning and project support for test event preparation, T&E development, enhancement efforts, asset coordination, test execution/planning, integration efforts, engineering evaluations, analysis, and testing of various system requirements, and fleet resource scheduling to support live and simulated test environments. This includes providing technical expertise with communication systems, networks, and assigned systems.
Define program test configurations to support the test plans in use by testing agency.
Assesses the system's performance and define system enhancements to support design decisions based on budget priorities.
Develop technical documentation (e.g. Test Plan, Test Procedures, Test Reports, Installation Guidance Plan (IGP), Daily Status Reports (DSR), Quick Look Reports (QLR), program/project planning presentations, reporting, and status tracking.)
Develop, coordinate and manage products and services for assigned systems, as required.
Conduct studies, reliability and maintainability analyses, assessments, and remedial actions for assigned systems, as required. Qualifications BASIC SKILLS
Minimum of six (6) years of experience and an expert in: Experience relevant to military operations and associated technologies within one or more key warfare areas, with demonstrated proficiency in operational and technical analysis of U.S. and adversary CONOPS; Tactics, Techniques, and Procedures
Research and Analysis, to reach a defensible conclusion
Technical Writing
Data Presentation
Computer-based business tools (including but not limited to Microsoft Word, Excel, and Power Point)
DoD Security Procedures

$110,000.00 to $140,000.00 annually, DOE U.S. Citizenship is required Security Clearance: Candidates must have an active Top Secret/SCI clearance OR the ability to obtain a US Government Top Secret/SCI security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
