Title: Program Analyst - UAS Operations and Airworthiness Product Developer (Non-POR)
Security Clearance Required: Secret Clearance
Primary Responsibilities:
This position will provide Unmanned Aerial System (UAS) expertise support to the Naval Air Warfare Center (NAWC) AIRWorks portfolios; primary responsibilities are to support Department of the Navy Non-Program of Record (Non-POR) UAS Project.
Management and coordination of engineering data reviews in support of Naval Air Systems Command (NAVAIR) airworthiness approval for UAS Ensures appropriate engineering functional areas review of UAS air/ground systems an prior to issuing flight clearances (Airworthiness).
Primary tasks include:
Supporting the AIRWorks Director and Deputy Director.
Supporting the AIRWorks Chief Systems Engineer & Lead Test Engineer.
Supporting the AIRWork Non-PoR UAS Integrated Product Team Lead.
Coordinating all detailed task assignments with AIRWorks Leadership, while maintaining the ability to work independently to plan and execute all project requirements.
Tasks Performed:
The candidate will be required to:
Directly support the AIRWorks "Class Desk" Systems Engineer with the collection, and analysis of UAS technical and operational data relating to the development of Naval Air Systems Command Airworthiness documentation.
Provide UAS operational and technical expertise for Group 1-5 UAS projects for USN and other external customer operations.
Lead/participate in AIRWorks external customer engagement briefings, Flight Clearance planning meetings, and technical interchange meetings.
Support the development of various airspace access requests such as Federal Aviation Administration (FAA) Certificate of Waiver or Authorization (COA), waivers etc.
Support Lithium Battery Safety Certification requests by collecting and interpreting technical data on lithium batteries contained in UAS.
Provide technical and operational assessments of air reconnaissance, surveillance, targeting, and acquisition missions.
Evaluate mission planning, UAS operator manuals, flight checklists and other standard UAS operational documents.
Required Education/Experience:
BS/BA, or allowable substitution reflective of labor category. Candidates must possess a fundamental understanding of NAVAIR.
Knowledge and experience in execution Maintenance Management (NAMP) processes.
JOURNEYMAN: A Journeyman level person within a labor category has 3 to 10 years of experience related to the functional duties for that labor category and a BA/BS degree.
Allowable Education/ Experience Substitutions:
Six (6) years additional relevant work experience may be substituted for a Bachelor's Degree. Associate's Degree plus four (4) years additional relevant work experience may be substituted for a Bachelor's Degree.
SENIOR: A Senior level person within a labor category has over 10 years of experience related to the functional duties for that labor category and a MA/MS degree.
Allowable Education/ Experience Substitutions:
Ten (10) years of additional relevant work experience may be substituted for a Master's degree. Associate's degree plus eight (8) years of additional relevant work experience may be substituted for a Master's Degree. Bachelor's Degree plus four (4) years of additional relevant work experience may be substituted for a master's degree.
Desired Experience:
Experience as a Maritime UAS Operator. Basic UAS Qualification (BUQ) Level 2 or knowledge of FAA Part 107
Knowledge and experience with Naval Aviation Training and Operating Procedures Standardization (NATOPS) processes
Knowledge of Commander Naval Air Forces (CNAF) Manual 3710.9 and Maritime UAS Operations.
Knowledge of public aircraft operations, Naval Air Systems Command Airworthiness process, and Defense Contract Management Agency Instruction (DCMA INST) 8210.1D.
Ability to perform in a team environment.
Demonstrated leadership, decision-making, and self-starter qualities.
Strong skills in Microsoft products and background using editorial software running on local, networked, or web-based platforms.
Familiarity with NAVAIR/NAVSEA systems engineering processes.
Ability to communicate well in team environments.
Security Clearance Required: Secret Clearance.
Estimated Travel: Less than 10%
Location: On-site Lexington Park, MD. Remote potential.
