Overview Program Analyst (EDOS-8): Bowhead seeks a Program Analyst, on a Part Time/On-Call basis, who analyzes, organizes, plans and administers various phases of day-to-day provisioning, spares, or maintenance/repair activities for one or more programs of moderate scope. Analyzes contractual documents, technical data, customer usage data, customer maintenance practices, customer operation characteristics, and related reports for assigned contracts to determine spares provisioning or maintenance/repair requirements. Responsibilities The Program Analayst develops logistics plans in order to enhance distribution of goods and supplies. Identifies, prioritizes, and assesses key logistics assets and infrastructures. Conducts distribution and network studies, monitors inventory and analyzes requirements in order to develop strategies to achieve desired delivery times. Job duties include but are not limited to: Report water leaks, door issues or anything that hinders the operation of the building to facilities contact personnel. Provide physical security for building. Ensure security of the building by controlling access to the building. Escort personnel to ensure visitors were restricted from accessing sensitive areas. Assure no Personal Electronic Devices (PEDs) were taken into classified spaces. Process Badge Encoding Request Forms (BER) and send them to custodians for signature. Work with personnel to confirm the need to access spaces based on worked duties and added justification to the encoding request form indicating programs personnel support. Verify clearances in Defense Information Security System (DISS) and route forms to various custodians for authorized signatures. Maintain matrix of day-to-day operations Ensure all Secure Open Storage (OSS) and/or Labs spaces have SF701 or SF 702 forms. Utilize the Lenel system to code Common Access Cards (CAC) Submit vetting forms and Expected Visitor forms for incoming visitors to receive background investigations and visitor passes. Complete routine guard checks for conference rooms doing Lenel maintenance. Perform custodial duties for conference rooms included opening and closing them as needed. Collaborate with staff to coordinate tours. Coordinate with Security to correct and update clearance status before processing access forms. Receive packages and preformed duties of authorized mail courier to include signing for deliverables disturbing United States mail daily for building personnel. Notify building personnel via email of packages/deliverables received at front desk. Prepare for Very Important Persons (VIP) Tours and meeting. Coordinate set up of Secret Video Teleconferences (sVTCs) for government and contractor personnel. Maintain a collection of PowerPoint Slides and presented them to the B.213 Lobby display monitor as needed. Qualifications High School diploma or equivalent required. Bachelors Degree preferred One to Five (1-5) years combined experience in military logistics, procurement or Warehouse operations. Experience with and understanding of the Lenel system highly preferred. Demonstrated experience with Government procurements, maintaining database systems, and with military logistics operations. Experience in the following Government systems is preferred: IBPES PMT Share Point Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint Ability to communicate effectively with all levels of employees and outside contacts Strong interpersonal skills and good judgment with the ability to work alone or as part of a team Physical Demands: Must be able to lift up to 25 pounds Must be able to stand and walk for prolonged amounts of time Must be able to twist, bend and squat periodically SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
