Class Summary
This Program Analyst II will provide support and reporting on numerous functions of the Contracts Section within the Facility Operations Division. This position will establish, maintain, and monitor over 100 annual contracts and sole source approvals; maintain 13 capital rehabilitation and replacement budgets totaling over $75 million annually; provide assistance and reporting for 9 operating cost centers totaling over $61 million annually; initiate, manage, and annually close out over 100 rehabilitation and replacement projects at numerous Water Resources facilities; and play a critical role in the planning, funding, and execution of the Programmatic Rehabilitation and Replacement Program for vertical assets at all treatment and collection facilities.
Other Responsibilities:
• Identify, conduct, and implement process improvement initiatives for the CIP and Operating budget process.
• Project information dashboard creation and maintenance.
• CIP budget vs spend analysis, evaluations, and reports to management.
• Document and update Standard Operating Procedures.
• Process requests for equipment replacement procurements.
• Assist in preparing agenda items and presentations for the Board of Commissioners and Water and Sewerage Authority.
• Monitor contract capacity.
• Assist in project closeout process.
• Complete the status for all project expenses on the monthly Asset Under Construction (AUC) report.
• Research projects that are 85% completed for settlement of expenses.
• Ensure project tracking program is up to date.
• Utilize software programs including Jira, MS Excel, MS Word, Tableau, CentralPoint, MS Project, MS Teams, CIP Tracker. The Grade for this position is C43 (1).
Minimum Qualifications:
• Bachelor's degree in business administration, or a closely related field.
• Two years of professional auditing or analyst experience, including one year of project management experience.
• Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Preferred Qualifications:
• Four years of professional auditing experience or analyst experience.
• Two years of experience using Microsoft Excel
• Ability to interact professionally within all levels of the organization. This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval.
