Position Summary:

The Program Analyst supports the Border Patrol and Air & Marine Program Management Office (PMO) by providing program analysis, portfolio management, real property management, and acquisition support. You will support the Government by tracking and analyzing every phase of a facilities construction or alteration project from initiation to close out. This involves supporting coordination with end users (Border Patrol and Air & Marine Operations) to document project requirements and working with servicing agencies such as USACE, FAA, and GSA to ensure data and reporting compliance throughout the project lifecycle. This role requires strong skills in data analysis, reporting, and risk management, working closely with government and contractor teams to ensure the success of CBP facility and infrastructure programs.

Essential Job Functions
  1. Develop and maintain program-level analysis and reporting for construction and sustainment projects.
  2. Prepare briefings and reports for internal and external stakeholders, ensuring accuracy and timeliness.
  3. Assist in acquisition support activities including market research and cost estimation.
  4. Support real property management activities, tracking assets and ensuring documentation compliance.
  5. Manage risk identification and mitigation efforts, developing project risk registers.
  6. Coordinate facilitation and meeting preparation activities, including agendas and action tracking.
  7. Maintain project data and reporting within systems like SAP, TRIRIGA, and SharePoint.
Required Qualifications:
  1. Bachelor's degree in Engineering, Construction Management, Project Management, Business Administration, or related field.
  2. Minimum 5 years' experience in program analysis, project analysis, or real property management.
  3. Strong analytical and reporting skills, with proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  4. Experience supporting federal programs, preferably in DHS, CBP, GSA, or USACE environments.
  5. U.S. Citizenship and ability to obtain a Public Trust clearance.
Preferred Qualifications:
  1. Experience with DHS agencies such as CBP, GSA, or USACE programs.
  2. Experience using federal systems such as TRIRIGA, SAP, or SharePoint for program data and real property management.
  3. Familiarity with federal acquisition regulations (FAR, HSAR).
  4. Prior experience preparing program risk assessments and mitigation strategies.
  5. Knowledge of federal real property asset management principles.
  6. Strong background in facilities construction or maintenance portfolio management.
  7. Experience preparing federal-level briefings and high-visibility reports for senior leadership.

Work Setting/Environment/Travel Requirements:
  • Monday through Friday, 8 hours daily between 6:00 am and 6:00 pm.
  • Some travel may be required and must be pre-approved by the Government.
