We are seeking a Program Administrative Support Manager to provide oversight and support to the Professional and Administrative Support Services at Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD).

So, what will the Program Manager at Terrestris do?

As the Program Manager, you will be responsible for providing technical expertise in the overall planning, direction, and successful execution of all requirements associated with the Professional and Administrative Support Services at NSWC PHD. You will ensure that all project goals and objectives are achieved within the specified time frame, budget, and to the satisfaction of all stakeholders.

What does a typical day look like for the Program Manager?

You will:
  • Establish effective communication channels with the PCO, Contract Specialist, and Contracting Officer's Representative (COR).
  • Conduct biweekly task order status meetings covering task order execution, identified performance risks and issues, and the mitigation/corrective actions to be taken.
  • Provide program and project management services including, but not limited to:
    • Program Planning and Control.
    • Resource management.
    • Risk management.
    • Rough Order of Magnitude (ROM) development.
    • Budgeting and Cost Management.
    • Schedule management.
    • Performance monitoring and reporting.
    • Documentation preparation and transmittal.
    • Quality control.
What qualifications do you look for?

You might be the Program Manager we're looking for if you have:
  • A Master's degree in a Science, Technology, Engineering or Math (STEM) related field, M.B.A., or other technical degree.
  • A minimum of twelve (12) years of relevant experience supporting professional and administrative support services programs.
  • A Project Management Professional (PMP) certification or DAWIA III in Program Management.
  • A Certified SCRUM Master or Project Management Institute (PMI) Agile Certified Practitioner certification.
  • Conceptual knowledge of U.S. Navy Combat Systems.
  • Familiarity with Foreign Military Sales (FMS).
  • Strong communication and Briefing Skills
  • Experience with:
    • Cost, schedule and performance as it relates to program execution.
    • Program and Personnel Management.
    • Financial Management.
    • Risk Management Policies and Assessment.
    • Experience working in a program office or PEO at a Navy Systems Command.
    • Program Management running a large support services contract with multiple subcontractors.
