The Opportunity:
As a Procurement & Supply Specialist, you will ensure that purchasing procedures are followed and that items are acquired in a timely and consistent manner. You will also ensure that assets of incarcerated youth are safeguarded and accurately accounted for. This position is crucial for the institution to continue to provide a healthy and safe environment for the youth.

Some of what you will do:
  • Prepare and implement DCYF procedures relative to supply functions through the utilization DCYF Purchasing System and/or inventory management system (ePMX).
  • Receive, examine, and determine the need for and accuracy of requisitioned items.
  • Determine whether the specifications are adequate and correct for the commodities used.
  • Determine available sources of supply, utilizing available contracts as well as researching vendors and prices to obtain exact product for the best price.
  • Work closely with facility sections to ensure that correct items are being requested, to include materials for construction and maintenance.
  • Devise evaluation tools to assist clients/customers in selection of alternate products as necessary.
  • Conduct research for new sources of supply, locate and contact vendors and suppliers.
  • Analyze history of performance by suppliers and quality of goods and services in possible consultation with the customers.
  • Exercise authority (under general supervision), to independently make decisions with significant fiscal impact.
  • Interview vendors, business representatives and departmental/institutional officials regarding purchasing and assigned commodity areas, and provide response to inquiries.
  • Assist in providing information for bids or any other situation that may need information to produce a service or product.
Required Qualifications:
  • Two (2) years of experience as a Procurement and Supply Specialist 1.
OR
  • An Associate of Arts degree in Purchasing Management, Business Administration or a closely allied field, AND two (2) years of full-time purchasing experience.
OR
  • A Bachelor's degree in Business Administration, Public Administration, Procurement, Logistics, Supply Management or a closely allied field.
Note:
Full-time experience as a purchasing professional will substitute on a year-for-year basis.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Demonstrated working knowledge of state contracts.
  • Experience with procurement, logistics, supply management or closely allied field.
  • Demonstrated experience composing releasing and evaluation of competitive solicitations under RCW 39.26.
  • Demonstrated experience coordinating supply and equipment procurement, controlling inventory, applying life cycle costing techniques, and adapting to customer needs.
  • Demonstrated experience and/or ability to learn the DCYF Purchasing System and the DSHS Inventory Management System (ePMX).
  • Demonstrated adaptability to rapidly changing market conditions, customer needs and Washington State procurement rules and policies.
  • Demonstrated ability to meet payment and report deadlines.
  • Demonstrated working knowledge of Microsoft Word, Excel, Outlook, and basic math skills.
  • Demonstrated familiarity with institutional environments.
  • Demonstrated knowledge of the Prison Rape Elimination Act (PREA) standards and rules.
