The Opportunity WSDOT is currently seeking a detail oriented and organized individual to fill a Procurement & Supply Specialist 1 vacancy in the Union Gap Sign Shop. In this role, you will be responsible for ordering, receiving, processing, and tracking orders and services to and from vendors. In addition, this position will manage payroll and assist with inventory control maintenance in warehouse and manufacturing settings. This position will also perform fiscal activities in a variety of work areas such as process and sign order invoices for billing, record keeping, analysis, and oversee fiscal records while compiling and ensuring the accuracy of reports. The successful candidate must be dedicated to performing this challenge, as well as integrating the WSDOT Strategic Plan Goal Areas of Diversity, Equity, Inclusion, Resilience, and Workforce Development.
What to Expect This position performs work in a warehouse/manufacturing setting. Work includes operating equipment, traffic sign fabrication materials in motion, moving and bending, sitting and standing for lengths of time, steady moving pace, using portable stairs and operating a portable pallet jack.
Among the varied range of responsibilities held within this role, the Procurement & Supply Specialist 1 will:
- Review, prioritize requests and place orders with vendors according to purchasing manual guidelines using authority of state contracts, general authorities or bid quotations
- Research for new sources of supplies, locate and contact venders and suppliers.
- Verify shipments by checking field orders and purchase orders against the shippers packing list and parts received.
- Use the purchasing card in transactions verbally, online, and open purchases; process purchasing card transactions and payment vouchers.
- Maintain records, match invoices to the appropriate paperwork, process payments using purchasing card and voucher system.
- Enter data into purchasing card management system (PCMS).
- Maintain the inventory system.
- Handle aluminum, vinyl sheeting, and other inventory items weighing up to 50 pounds; use portable stairs; operate a forklift. and man lift to a height of 15'.
- Reconciles records with activity transaction log, sign orders, pick tickets and Consumable Inventory Computer System (CICS).
- Processes payroll, monthly billing, accounts receivable, accounts payable, and record keeping; filing
- Provide historic information/data regarding the South Central Sign Shop sign orders for WSDOT.
Qualifications To be considered for this opportunity, the following are required:
- A high school diploma or GED equivalency.
- One (1) year experience with performing various duties such as payroll, monthly billing, accounts receivable, accounts payable, record keeping, and filing.
- Knowledge of procurement methods and contract administration.
- Knowledge of storage and warehouse methods in a fabrication setting; inventory procedures and techniques.
- Experience managing multiple work orders including tracking and reporting.
- The ability to assist with maintaining appropriate and accurate levels of inventory using a bar-coding system and database.
- Experience performing general clerical duties such as operating a personal computer, specializing in Excel spreadsheets, Microsoft Office Suite, and mainframe access software and databases.
- The ability to frequently work independently without supervision.
- The ability to move and transport equipment and tools weighing up to 50 pounds.
- Skills to communicate effectively with co-workers, vendors, customers and other WSDOT Regions.
It is preferred that qualified candidates also have:
- Knowledge of WSDOT purchasing policies.
- Knowledge of FileMaker Pro 19.
- Knowledge of Generally Accepted Accounting Principles.
- The ability to manage multiple priorities.
- An Associate of Arts Degree in Purchasing Management, Business Administration or closely allied field.
- Two (2) years of full-time purchasing experience (one (1) year of college course work may be substituted for one year of work experience).

- In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2025, upon legislative approval.
