Monday - Friday 8AM - 5PM HYBRID

The Contracts & Procurement (C&P) Division provides centralized procurement leadership, solutions, and services in support of all state agencies and other government entities' operations.

About the Opportunity:
As a Procurement Supervisor, you will lead, coach, and manage a team of professional contracting staff while overseeing complex procurements and contracts that support DES, state agencies, higher education institutions, political subdivisions, and nonprofit organizations. You will play a key role in reducing government operational costs by applying Lean principles and ensuring exceptional service delivery. As a working supervisor, you will develop and manage statewide contracts, procurements, and consulting projects, influencing outcomes with independent judgment and expert knowledge of procurement laws and policies. Additionally, you will serve as a strategic liaison with customer agencies, contribute to statewide policy development, and represent DES in procurement and contracting workgroups. Your leadership will empower staff, ensure compliance with regulations, and drive innovative solutions to meet agency and state objectives.
Duties

Some of What You'll Enjoy Doing Includes:
  • Lead, mentor, and manage a team of professional procurement and contracting staff.
  • Ensure compliance with chapter 39.26 RCW and provide expert consultation on procurements and contracts.
  • Oversee and execute complex, high-risk procurement projects involving multiple stakeholders and significant financial impact.
  • Influence and contribute to the development of statewide procurement and contracting policies and procedures.
  • Build and maintain customer partnerships, acting as a liaison for procurement and contracting consultations.
  • Analyze and interpret policies, rules, and requirements to provide expert guidance to agencies and staff.
  • Demonstrate strong interpersonal skills, including conflict resolution, communication, and collaboration.
  • Coach, mentor, and manage team performance, ensuring continuous development and training.
  • Participate in workgroups and initiatives that impact statewide procurement and contracting policies.
  • Promote a Lean organizational culture that values respect, collaboration, transparency, and continuous improvement.
  • Enhance procurement and contracting efficiency by developing terms, reviewing contracts, and ensuring compliance.
  • Adapt to new methods, technologies, and travel as needed to support procurement and contracting initiatives.
  • Other duties as needed.
Qualifications

Required Qualifications:
  • A valid Washington State driver's license.
  • Bachelor's Degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied field.
  • Five (5) years of experience in:
    • Negotiating, administering or terminating contracts, supply chain, or other related fields; AND
    • Contract cost, price analysis, or contract compliance administration.
  • One (1) year of supervisory experience.
NOTE:
  • Additional qualifying experience may substitute the required education requirement, year for year.
  • A Master's degree in one (1) of the above academic disciplines may substitute for one (1) year of required experience.
  • A Law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for two (2) years of the required experience and/or education.
Preferred Qualifications:
  • Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or equivalent certification
  • Member of a state bar association
  • Knowledgeable of Washington state laws and regulations governing government contracting
  • Expert level vendor/customer relationship management
  • Excellent customer service
