Report to the Procurement Market Intelligence and Analytics Sr. Manager.
This position is hybrid, working from your remote office and your assigned work headquarters in Oakland. Must Live in the San Francisco Bay area.

The Procurement Organization includes a staff of sourcing managers, buyers, analysts, and supplier diversity personnel. The mission is to deliver cost effective and valued procurement services through strategic, diverse, and sustainable business solutions
The Procurement Excellence Center is a strategic function dedicated to driving procurement transformation, operational efficiency, and value creation across the organization. Within the Procurement organization, the PEC establishes best practices, standardizes processes, and leverages advanced analytics and market intelligence to enable data-driven decision-making. The PEC collaborates with all Procurement teams to enhance capabilities, improve performance, and optimize costs. Key focus areas include market intelligence and analytics, digital procurement transformation, risk management, supplier relationship management, governance, and capability development.
Summary
The Procurement Program Manager is responsible for driving high-impact programs that enable operational excellence, strategic value creation, and data-driven decision-making across the Procurement function. This role will be responsible for managing and continuously improving critical programs such as the Sourcing Project Plan and Enterprise Spend Cube, in partnership with the Strategic Sourcing and Procurement Analytics teams, while also leading cross-functional initiatives that support Procurement strategy, performance, and data maturity.
The ideal candidate will be a strategic thinker with program management experience, capable of leading cross-functional programs and initiatives, supporting safe, reliable, and sustainable energy. This role requires a blend of analytical expertise, business acumen, and communication skills to translate complex data into strategic recommendations that drive competitive advantage and procurement efficiency.
Responsibilities
- Recognized subject matter expert in regulatory and/or industry forums on subject of expertise
- Leads development of program goals and metrics to meet company goals and objectives. Collaborates across organization to ensure alignment of goals to support program
- May manage major cross-functional projects and initiatives
- Provides strategic leadership and mentorship to teams, fostering a high-performance culture and accelerating team capability development
- Solves unique and complex problems, anticipating issues and developing innovative solutions
- Drives cross-functional collaboration with stakeholders across Procurement and in Finance, IT, Operations, and Business Units to ensure procurement initiatives align with enterprise priorities
- Develops or provides significant input to leadership, other utilities with similar programs, industry and/or regulatory decision makers to influence market place and regulatory strategies impacting customers
- Facilitates strategic workshops, stakeholder engagement sessions, and executive presentations to drive alignment and decision-making
- Integrates industry knowledge related to data into everyday business practices and decision making
- Acts as a trusted advisor to procurement leadership, providing recommendations on process optimization and organizational design to support long-term efficiency gains
- Develops and executes Lean strategies within Procurement, identifying and eliminating inefficiencies to drive process excellence
- Oversees change management efforts to ensure smooth adoption of procurement process improvements, technology deployments, and strategic realignments
- Creates new and complex data models to facilitate business decisions
Qualifications
Minimum
Bachelor's degree in Business, Supply Chain Management, Operations, Finance, or a related field; or equivalent experience in business and 7+ years' Project Management RELATED experience in procurement, strategic program management and/ or consulting roles. Presenting data analysis decisions to senior leadership and driving process excellence.
