Job Description Active Secret Clearance Required This position serves as a material planning, purchasing, expediting, logistics or field purchasing team member supervising personnel with guidance from Purchasing Management, handling critical project material or non-project procurement support for an office, group of overhead departments or indirect procurement category.

• Manage material orders (routine and complex) and service procurements and contracts; including P-Card, Routine PO, and Complex Purchase Order sourcing activities

• Deliver accurate, timely, and cost-effective identification, sourcing, buying, delivering, warehousing, installation, and commissioning of material and equipment required to support the engineering, procurement, construction and maintenance effort.

• Plan and execute the material planning, purchasing, and logistics associated with commodities or engineered equipment, systems, or materials in support of project operations and/or goods in support of facility operations within established Material Management Plans, policies, and procedures

• Perform contractor pre-qualifications, including collaboration with safety/ESH team on proper processes for subcontractor safety approval, other contractor qualification as needed, and monitor insurance certificates.

• Support regular cadence meetings with Supply Chain Manager, Project Managers, and other leadership as needed

• Assist Project Controls (Finance), Accounts Payable and project managers on procurement progress, financial status and reconciliation of procurement efforts

• Interface with multiple disciplines to create compliant Request for Information (RFI), Request for Proposal (RFP), and Request for Quotes (RFQ)

• Coordinate with legal representatives on contract exceptions (including terms and conditions) or other issues presented during sourcing process

• Perform procurement management post-award activities through evaluating and status contractors' performance, productivity, schedule adherence, change management, invoicing and claims avoidance

• Other duties as assigned This position is located overseas. Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner Basic Job Requirements

• Minimum task requirements include performing research on required spare parts, and verify part quotes through suppliers directly and through foreign-nationals employed as buyer assistants for local-market purchases.
• Order spare parts and supplies according to sponsor requirements.

• Maintain a current spreadsheet of spare parts costs that reflect quarterly historical information for reporting/research purposes.

• Review and approve purchase orders for legal correctness, price, quality, delivery and service.

• Ability to meet critical timelines to deliver sustainment support and emergency no-notice requirements while avoiding/preventing operational delays or work stoppage.

• Able to determine best value and most expedient logistics routes and vendors to ensure consistent customer support.

• Provides oversight of procurement and receiving activities, shipment preparation, routing, logistics and inventory of goods.

• Ensure compliance with all local laws and regulations related to transport of goods.

• Interact with local logistics providers and reach back to CONUS for support on significant issues.

• Possess an active Secret clearance or higher
