Description Background Information: Innovative Defense Technologies (IDT), provider of cutting-edge cloud-based integration, automated testing and data analysis for complex, mission-critical systems in the US Department of Defense (DOD), is seeking a Procurement Lead to be based in our Arlington, VA office. Leveraging advanced software automation, model-based systems engineering (MBSE), and AI-driven capabilities, IDT accelerates capability development, enhances operational readiness, and reduces lifecycle costs for the Department of Defense. Overview: Reporting to Operations Support, the selected Procurement Lead will be responsible for Purchasing including Market Research, Sourcing, Negotiation, Supplier Management, and Compliance. Additional support activities may include running data reporting to leadership, negotiating Non-disclosure Agreements, drafting Custom Agreements, Correspondence, and Contract Administration. Success in this position will require high levels of accountability to oneself and others. All applicants must be able to obtain/maintain an active U.S. Security Clearance. Responsibilities Include: Maintain knowledge of all organizational and government rules affecting purchases and provide information about these rules to organization staff members and to Suppliers. Responsible for following policies and procedures for procurement of goods and services. Prepare highly technical solicitations, requests for proposals (RFPs), manage procurements, and draft routine, specialized, and non-routine responses to supplier bids, purchasing agreements, subcontracts, and associated modifications Analyze significant and/or unique procurement requirements, special provisions, terms, and conditions to ensure compliance with applicable laws, regulations (eg. FAR, DFAR), corporate policies/procedures and CPSR requirements. Provide Procurement/Subcontracts guidance to business team members. Manages contract change control process with Suppliers Develop sourcing strategies, negotiation strategy and leads negotiations Analyze new trends for potential impact on business goals and objectives Serve as the focal point for all communication with suppliers and subcontractors. Facilitates issue identification and dispute resolution Assist in identification, development, and implementation of new contract policies and procedures Identify issues and develop creative solutions to resolve Perform contract administration of routine or standard form contracts and related documentation in accordance with established policies and procedures Communicate contract policy and practice to internal business teams. Prepare, organize and maintain records and files (both physical and digital) documenting contract performance and compliance with all requirements Perform purchasing and subcontract closeout activities Responsible for vendor development to include communication with sales representatives; updating and maintaining list of approved vendors for bidding purposes; obtaining samples and literature regarding potential products and vendor capabilities and conferring with end users. Other duties as assigned Minimum Required Qualifications: Bachelor's degree Five or more years of Procurement (Subcontracts or Purchasing) experience in the Private or Federal Sector with approved Contractor Purchasing System Review (CPSR) Required Skills: Experience with Costpoint Ability to draft moderate to complex, non-routine Purchasing/Subcontract documents Working knowledge of contracting concepts, Uniform Commercial Code (UCC), applicable public contract acquisition law and regulations, and applicable commercial contract law Ability to identify process and policy improvements to comply with FAR Part 44 requirements Strong understanding of FAR, DFAR and CPSR requirements. Familiar with Export Control requirements, specifically EAR and ITAR Use of independent judgment and creativity applied to the resolution of contract issues Excellent internal and external negotiation skills Preferred Skills: Be a member of NCMA Certified Purchasing Professional (CPP) or another Procurement Certifications Knowledge of Trade Agreements Act (TAA) Knowledge of IT Software and Hardware Ability to read and understand BOM and SOW Competencies: A solutions-oriented individual who can work within a team.
