Procurement & Contracts Specialist, Construction

Position Overview: This leader will oversee the procurement process from inception through closeout, ensuring compliance with regulations and working closely with internal departments and stakeholders.
Responsibilities of the Construction Procurement & Contracts Specialist:
Lead advanced and complex procurements for designated departments, managing projects from solicitation to closeout.
Develop, solicit, receive, analyze, and monitor bids, quotes, and proposals while adhering to procurement policies and federal, state, and local laws.
Oversee contract administration, including vendor management, monitoring compliance, and processing contract modifications.
Conduct cost and price analysis, ensuring competitive and compliant procurement practices.
Conduct pre-bid and pre-proposal conferences, public bid openings, vendor interviews, and contract negotiations.
Chair evaluation committees, lead discussions with offerors, and facilitate contract award recommendations.
Required:
Bachelor's degree and three (3) years of procurement experience, particularly in construction or contract administration.
Expertise in contract and procurement management principles.
Strong knowledge of federal, state, and local procurement regulations.
Chartered Institute of Procurement & Supply (CIPS) certification or pursuit of qualification, strongly preferred
