Position Summary Odyssey Systems is recruiting for a Principal Systems Engineer, supporting the Tactical Exploitation of National Capabilities (TENCAP) Program Office, at Colorado Springs, CO. TENCAP is part of the ISR/SOF Directorate (AFLCMC/WI), who is responsible for equipping our warfighters to win the fight. The Directorate executes a $22 billion acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms, and related sub-systems. Responsibilities Duties include, but not limited to: Possess the advanced knowledge, experience, and recognized ability to be considered a highly skilled Systems Engineer. Must work independently and be able to apply procedures. Provide program management, analytical, technical, and support services for Avionics IPT rotary wing programs. Assist in pre-acquisition definition, capabilities integration, program management, and the procurement of avionic hardware and software throughout the total lifecycle, ensuring compliance with Air Force regulations. Apply integration, communication, coordination, and organizational skills to implement program direction, with familiarity in agile development and rapid prototyping. Assist in planning, organizing, and managing the development, production, and/or deployment of rotary wing capabilities, including managing program cost, schedule, performance, and risk. Support all aspects of awarding and modifying contracts, including pre-award documentation, source selection, and post-award requirements. Perform a wide range of program management activities, such as data gathering, research, analysis, evaluation, and validation of programmatic documentation. Support pre-acquisition and acquisition strategy planning and implementation. Review and analyze prime and subcontractor earned value management systems. Develop, analyze, and integrate key program metrics, risk management plans, and strategies. Support program briefings, milestone planning, tracking, scheduling, staff coordination, and decision documentation. Determine program progress and communicate recommendations to the Government.
• Support the application of acquisition management initiatives, including assisting with High-Performance Teams Assist with tasks and documentation related to DT&E, OT&E, and LRIP reporting requirements. Coordinate updates for acquisition milestone system engineering documentation, including SEPs, SVR matrices, Requirement Traceability, and System Breakdown Structures. Participate in, coordinate, and lead system engineering working groups and IPT meetings. Participate in SVR/FCA/PCA, DT&E, and IOT&E program reviews, capturing entry/exit criteria, requirement verifications, and action items. Support the System Incident Reporting (SIR) process, coordinating resources and tracking incidents to closure. Ascertain and recommend changes to production methods, procedures, and approaches. Document system requirements through elicitation from USG customers. Evaluate procedures and employ innovative techniques to achieve goals. Support engineering reviews and panels, developing evaluations and technical justifications, utilizing computer-aided engineering tools as needed. Assist in developing, executing, and reviewing policies, processes, and procedures spanning general engineering disciplines. Participate in special projects and initiatives, preparing oral and written reports. Develop and present briefings and technical reports documenting progress and results. Review the overall system design baseline, including architecture and interoperability requirements. Review specifications, including system, system segment, equipment, ICDs, and APIs, submitted by contractors or DoD agencies. Provide advisory assistance in reviewing data on ongoing and planned modification projects. Perform analyses to ensure Operational Safety, Suitability, and Effectiveness (OSS&E) of supported weapon systems, communicating risks, issues, and recommendations. Assist in developing and documenting engineering inputs for PWSs, SOOs, SOWs, RFPs, TDLs, and CDRLs. Quarterly, provide a list/review of assigned technical leads on the contract; report technical successes contributing value to programs in terms of cost, schedule, performance, and transition; provide DoD Architectural Framework (DODAF) artifacts for each Talon, including an Operational View (OV-1) and System View (SV-1); and conduct in-depth, independent Systems Engineering assessments on each Talon as directed Qualifications Citizenship: Must be a US citizen Minimum Required Qualifications Clearance: Top Secret Education and Years of Experience: Master's or Doctorate Degree in a related field and at least 20 years of experience in the respective technical / professional discipline being performed, 12 years of which must be in the DoD. OR bachelor's degree in a related field and 25 years of experience in the respective technical/professional discipline being performed, 15 years of which must be in the DoD.
