Duties Responsible for providing law enforcement, security and crime prevention at the school system on Fort Carson, CO. Work closely with school administrators in an effort to create a safe environment for both students and staff. Provide security at the schools, advising administrators on security matters, responding to calls for service, investigating incidents, interviewing juveniles, documenting actions and issuing Juvenile Complaint and Referral's (JCR's) to offenders. Conduct traffic law enforcement patrol using specialized equipment such as radar, Lidar and breathalyzer. Perform access control duties by applying local instructions, Pre-Planned Responses, Random Anti-terrorism Measure and Force Protection Conditions to control vehicle and pedestrian traffic. Assist the administration and faculty members in emergency crisis planning to developing protocols for handling specific types of emergencies. Collect and preserve evidence, conduct long and short-term investigations on criminal cases and analyze facts to identify suspects and develop case information for use in pressing charges and bringing suspect to trial. Communicate with students one-on-one or in a group setting for performance, conflict resolution and/or disciplinary problem. Interview students and faculty members to determine their involvement in incidents to advise them of their rights, obtain statements, detain or apprehend violators. Conduct trainings to faculty and students regarding various law enforcement topics. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General. Must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions such as weapons qualifications, first aid/CPR and National Incident Management System. This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. Incumbent must meet the requirements of the Army Regulation 190-56 (The Army Civilian Police and Security Guard Program) which includes comply with requirements and maintain certification under the Individual Reliability Program (IRP). This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. Detection of the presence of drugs is warranted. Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter. This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis. Due to the nature of this position, employees are required to work both planned and unscheduled overtime. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals. The Omnibus Federal Budget Bill (Public Law 106-554) requires removal of federal law enforcement officers convicted of felonies after the law takes effect. Convictions occurred before the new law are not included. The Omnibus Federal Budget Bill (Public Law 106-554) took effect on 20 January 2020. Subject to the provisions of the Domestic Violence Offender Gun Ban (Lautenberg Amendment). This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition. The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position. Incumbent is subject to removal from the position if convicted of a felony in accordance with Section 639 of P.L. 106-554 effective January 20, 2001. One year of probationary period may be required. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes demonstrated experience with 1) Apprehending, arresting or detaining suspects; 2) Interviewing witnesses and other persons involved to determine involvement in the incident; 3) Conducting safety inspections to ensure safety; 4) Conducting traffic law enforcement patrol; 5) Collecting and preserving evidence. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Education This job does not have an education qualification requirement. Additional information Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Position may be filled as a term appointment not to exceed 3 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
