Title: 00451 - Police Lieutenant Hiring Range: Commensurate with credentials and experience Agency: Norfolk State University Location: Norfolk State University Agency Website: Recruitment Type: General Public - G Job Duties Norfolk State University's Police Department, a department that is responsible for the safety and security of all members of the University community, seeks qualified applicants to serve the vibrant University as Police Lieutenant. Incumbent is responsible for enforcing the laws of the Commonwealth, the rules and regulations of the University, and providing senior level management of initiatives related to the enforcement of university, municipal and state ordinances. Candidates can expect routine duties and responsibilities to include: 1. In the absence of one (1) of three (3) Lieutenants, provides supervision and direction to a cadre of Sergeants and Officers, effectively serving as Officer-in-Charge during this time frame. 2. Complete agency training programs and certifications to fully sworn officers advancing to perform senior law enforcement activities. 3. Conduct independent patrol inspections, arrests, evidence compilation and preservation, reports, testifying in judicial proceedings, and educational presentations and training. 4. Instruct subordinates in the proper discharge of their duties inclusive of their proficiency, discipline, conduct and appearance. 5. Properly enforce the laws and regulations of State, Local and the University. 6. Responsible for investigations as well as training, coordinating and assigning work within their field of assignment or expertise. 7. Assists, coordinates, organizes, and documents crime prevention activities of the department. 8. Prepare and develop spreadsheet of tabulation of data for all incident reports. 9. Must possess a current Department of Criminal Justice Services (DCJS) certification 3. Possess a valid driver's license. 4. Considerable knowledge of law enforcement work activates and concepts. 5. Skill in interpreting complex policies, procedures and ordinances, as it relates to criminal justice practices. 6. Demonstrated ability to use computers and monitor various alarm systems. 7. Demonstrated ability to interact with and communicate effectively, both orally and in writing, with general public. 8. Skilled in keyboarding, and have good command of the English language and the ability to use good discretion and sound judgment when handling a situation. 9. Demonstrated ability to supervise the work of others. 10. Ability to work rotating shifts, including nights, weekends and holidays. 11. No felony or domestic assault convictions. 12. Associate's degree or higher, in Criminal Justice, or college credits earned via an accredited higher educational institution in Criminal Justice. Preferred Qualifications: 1. Bachelor's degree in Criminal Justice and Experience on a college or university campus. 2. Experience on a college or university campus. 3. Must posses clerical skills and be able to pass the Department of Criminal Justice Basic Law Enforcement Course and in-Service courses. Illegal possession of anabolic steroids within the last five (5) years. 3. Illegal possession or a derivative thereof within the last twelve (12) months. 4. Illegal possession or use of heroin, cocaine, hallucinogens or any other schedule one (1) or two (2) drug, or any derivative thereof, as defined in the Code of Virginia within the last ten (10) year. Traffic Violations 1. Five (5) or more negative points on a Virginia Operator's License or the equivalent for out of state licenses, and/or two (2) moving violations in any state within the last twelve (12) months. 2. Any conviction of driving under the influence of drugs or alcohol, refusal to take blood or breath test, eluding police, racing, or reckless driving or leaving the scene of an accident within the last five (5) years.
