Police Emergency Management Supervisor - Youngstown Market
General Summary/Purpose
Responsible for all aspects of the Emergency Management (EM) program for the Youngstown Region. This includes assessing, planning, coordinating, implementing & evaluating our Emergency Preparedness efforts. Oversees and provides direction to the emergency management coordinator.
Essential Job Functions :
- Ensure open lines of communication with County and State EMS/Fire Chiefs training officers, Mercy Health Youngstown and Physician Practice leadership
- Attend meetings with hospitals, free-standing ED and Surgery Centers, and affiliated medical practices to standardize and coordinate emergency management response, mitigation, and preparedness throughout the region
- Supervise Emergency Management training, drills and exercises for hospitals, free-standing ED and Surgery Centers, and affiliated medical practices
- Develops and ensures regulatory compliance with all department policies, processes, guidelines, and standards in addition to CMS, Joint Commission, OSHA, among others. Participate and provide reporting including compliance data during Environment of Care, Safety, and other related committees
- Monitor, Update, and Maintain RAVE mass communication website for Youngstown Market
- Responsible for all EMS air transport coordination, helipad licensure, and staff helipad training
- Responsible to support operations and coordinate operations of the local Hospital and/or Ministry level Regional Incident Command Center(s) upon activation following any emergency and/or disaster
- Supervisor and coordinator for the Hospital Emergency Response Team (HERT) members to include their training, personnel qualification records, equipment, compensation, and team standards and conduct.
- Maintain accounting of budget, expenditures, and purchasing process, and oversee purchasing of supplies and equipment used by the Hospital Command Center and HERT program, and inventory and maintain simulation and education equipment
- Ensures a safe and secure environment for patients, colleagues and the community. Provides opportunities for engagement and management during risk assessments, goal setting, improvement priorities, monitoring progress and further evaluation of the effectiveness of the department.

Employment Qualifications:
Required Minimum Education:
4 year/ Bachelors Degree
Specialty/Major: Public Health, Business, or Emergency Management
Preferred Education:
Graduate Degree (Masters)
Specialty/Major: Emergency Management, Public Safety, Healthcare Administration
Licensure/Certification Required:
IBFSCM Certified Hospital Emergency Professionals or willing to obtain within first year
Licensure/Certification Preferred:
IAEM Certified Emergency Manager (CEM)
Minimum Qualifications
3-5 years' experience of Emergency Management. Previous or current service in first responder or clinical community including: firefighting, law enforcement, emergency medical services (EMT, Paramedic).
Other Knowledge, Skills and Abilities Required:
Active HAZWOPER, ACLS, and EMS instructor or agree to receive within 2 months of hire
Other Knowledge, Skills and Abilities Preferred:
ANCC National Disaster Healthcare Professional, NDLSF Certified Healthcare Emergency Coordinator
