The PMT Metrics Analyst responsibilities will include, but are not limited to:u202f The PMT Metrics Analyst supports IPO by assessing enterprise-wide portfolio performance, developing assessment products, and providing management recommendations. Develop and provide insight on enterprise-wide portfolio performance of FMS and BPC programs. For example, Classify and analyze performance by region, branch, COCOM, case-type, platform, SYSCOM Examine process performance by lifecycle (case development, case execution, and post execution reconciliation and closure). Develop trends and unearth drivers Allocate costs to processes, portfolios and groupings, and extrapolate costs and cost savings (e.g. develop ROI) to the same for new initiatives Support DoN and DoD security cooperation, security assistance and FMS assessments, staff organization, and administrative requirements. Analyze enterprise-wide FMS case development and execution data, identify indicator metrics, and make policy, programs, and performance recommendations. Identify FMS case development critical paths, assess trends, and analyze data. Through continuous process improvement, identify sources of friction or barriers and provide timely recommendations to management. Routinely assess overall case/program status and provide advice on progress and relevant timelines. Provide quarterly Plan of Action and Milestones (POA&M) exhibiting actual case / program status against pre-defined expectations. Use DSAMS, SCIP, and related information management systems to support case management analysis. Support FMS case lifecycle metric data calls. Develop various reports and presentations for formal case reviews / meetings. Annotate such efforts in monthly report. Assist with special projects (section 887 report, detailed analysis and trend identification, etc.) Provide advice, analysis, counsel, coordination, and prepare technical papers regarding strategic goals, protocol issues, meetings and symposiums, and conferences. Attend and maintain minutes for FMS enterprise activities and meetings. Support Department of the Navy (DoN) and Department of Defense (DoD) Security Cooperation (SC), Security Assistance (SA) and Foreign Military Sales (FMS) assessments, staff organization, and administrative requirements.u202f Able to work independently with limited direction and be self-motivated.u202f Able to work with other contractor teammates and customers daily.u202f Able to work closely with customers to ensure deliverables meet their expectations and arrive in a timely manner.u202f Attendu202fand activelyu202fparticipateu202fin team meetings.u202f THIS POSITION REQUIRES THE ABILITY TO OBTAIN AN ACTIVE DEPARTMENT OF DEFENSE SECRET SECURITY CLEARANCE. Required Skills & Experience: Ability to organize, tag, aggregate, disaggregate and present data meaningfully Project Management Skills Business process improvement skills Portfolio Management Skills Excellent communication skills to include, professional communication requesting inputs from dotted-line entities and following up on them Comfort working across different IT systems to extract data and then pool it with other data for analysis Skill in crafting presentations to senior government decision makers Willingness to be on-site at Washington Navy Yard (WNY) up to 5 days per week, and travel to other government offices, including DSCA, OSD and echelon 2 and 3 activities Proficient with MS Office suite, particularly Excel, PowerBI, SharePoint, Dataverse and PowerAutomate DSAMS and SCIP experience desired. Familiarity and/or Experience with Security Assistance and Security Cooperation, particularly with Case Development processes, tools, opportunities and policies. Background in management support to analyze enterprise performance desired. Understanding of FMS and industry best practices.
