About the position ORBIS is seeking a Senior Engineer/ Program Technical lead to support PMS 321 who has experience providing professional support services to the U.S. Navy in Washington DC. The Readiness Lead will provide direct support to SEA 21 in maintaining readiness to improve the current and near-term readiness of the fleet. This position will align the efforts of various organizations within and external to SEA 21 to ensure the proper maintenance and upgrades ensuring surface ships are modernized with the latest technologies and remain mission relevant throughout each ship's service life. SEA 21 integrates sustainment and maintenance strategies, modernization plans, training needs, and technical, logistics, and programmatic efforts to best manage the lifecycle of U.S. and partner Navy surface ships and systems from fleet introduction through transfer or disposal. SEA 21 is the dedicated life cycle management organization for the Navy's in-service surface ships and is responsible for managing critical modernization, maintenance, training, and inactivation programs. SEA 21 provides wholeness to the fleet by serving as the primary technical interface, ensuring surface ships are modernized with the latest technologies and remain mission relevant throughout each ship's service life. The organization also maintains inactive ships for future disposal, donation, or transfer, to include follow-on technical support to our partner navies. Responsibilities Overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives.
Provide on-site representatives in support of SEA 21
Assist the government planning managers in developing availability work packages. Requires understanding of Naval Service craft, HM&E systems, work requirements, availability planning systems, CNO avail timelines and procedures
Provide on-site support for maintenance and modernization, ship-class issues, Fleet Introduction, maintenance planning and execution, Planning Yard, PARMs and Configuration Management and Control issues
Coordinate SEA 21 program issues and concerns with the Regional Maintenance Centers (RMC)
Assist SEA 21 in coordinating technical issue resolution and providing liaison between ships, port engineers, TYCOMs, SEA 21, planning yards, PARMs, In-Service Engineering Agents (ISEAs), and support activities. Assist in design, advance planning, and execution of CNO availabilities
Assist in monitoring ship change design, planning and execution
Support conduct of engineering investigations and ship checks
Assist in tracking, researching, and supporting ILS efforts
Assemble data provided by RMCs, NSAs, ships, shipyards, PYs, and other waterfront sources for reports to the program office
Create executive summaries, charts, graphs, and other products that convey barge availability status, execution status, and updates to issue resolutions
Provide technical and management support to resolve planning, design, material, or other issues for ships in availabilities
Support end of availability actions, including but not limited to, work package closure activities, and message preparation
Develop, foster, and maintain professional, collaborative relationships with key sponsors, stakeholders, program managers, program directors, and other government and contractor organizations.

Establishment and control of technical milestones, schedules, budgets and costs.

Proficient skills associated with the labor category, performs complex tasks independently and completes assigned tasks on time and to a standard that is satisfactory or better.
Provides guidance and oversight to contractors at the junior and mid-experience levels.
Actively participate in collateral duties to include technical and organizational initiatives, studies, and working groups.Requirements Minimum of 12 years professional experience supporting the US Navy or Shipyard.
Bachelor's degree in science, engineering, or related field.
Demonstrated supervisory experience directly overseeing engineers or technical personnel.
Must be a U.S. citizen.
A secret security clearance.Preferred Masters degree in science, engineering, or related field.
15 years professional experience related to labor category
Experience supporting a DoD component.
Experience as a member of a Navy Program contractor team is a plus.
Excellent communication, organizational and interpersonal skills.
