Job Description
The Project Management Office (PMO) is responsible for the Fund's software implementation project. The Fund is currently amid a multi-year, multi-phased rollout of its pension administration system for the Comprehensive Officers Pension System ("COPS") 2.0 project; this includes both a Line-Of-Business application for the Fund's staff and a Self-Service portal for the membership which allows members to view retirement benefit information and transact with the Fund online. The Project Management Office also serves the agency's operational units in providing support and business continuity for special projects.
We are seeking an organized PMO Analyst with exceptional communication and authoring skills who can independently manage an aggressive workload across technical and business areas of the Fund. This role involves planning, organizing, composing and managing project documents, and managing resources based on project demands while working closely with senior management. Duties and responsibilities include, but are not limited to, the following:
A.Functional Delivery Management: Responsible for overseeing the design, requirements sign-off, development, testing, training, and rollout of new functionality within the assigned business area. This involves coordination between the agency's business subject matter experts (SMEs), system integrators, and testing partners.
I.Agile Development Leadership:
-Define and confirm the scope of work for time boxed segments
-Oversee planning and delivery of functional requirements
-Lead business analysis and process design activities
-Coordinate review and sign-off of project documentation (e.g., Solution Design Documents, Functional Checklists, Requirements Traceability Matrix)
-Identify and report risks and lessons learned
II.Waterfall Development Leadership:
-Define and confirm scope for Waterfall-based functionality
-Facilitate SME review and approval of delivered specifications
-Support the design process for Waterfall deliverables
-Certify agency-approved specifications
-Oversee testing and validation of Waterfall components
-Manage reporting and resolution of functional issues
B.Issue and Defect Management: Oversee the resolution of issues in the delivered system by coordinating with internal teams and partner resources.
-Coordinate delivery and testing of both functional and Waterfall components
-Certify testing outcomes for delivered components
-Manage defect tracking and design enhancement reporting
C.Project Scheduling and Coordination: Collaborate with project leads to align scheduling and resource planning with project objectives.
-Prioritize schedule based on evolving project needs
-Organize and coordinate necessary meetings and working sessions
-Help develop meeting agendas
-Manage scheduling constraints based on resource availability
D.Cross-Functional Delivery: Work with other project leads and the agency's SMEs to ensure successful design, development, testing, and delivery of cross-functional components.
-Facilitate integration across operational units
-Ensure appropriate SME involvement in relevant project sessions
E.Additional Projects:
-Assist with other assignments as directed by the Chief Strategy Officer (CSO) as needed

Candidates must be permanent or on a viable civil service list in the Staff Analyst title to be considered for this position.
Salary: The hiring rate being offered for this position is $60,549. If you possess the preferred skills above, consideration will be given to offer you a maximum annual salary of no more than $69,631. The salary is non-negotiable.

NOTE: This is a full-time on-site position. The incumbent will be required to report to the office on a regular basis.

Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
