The Plumbing Foreman manages and supervises the American Plumbing shop. The incumbent will direct or perform skilled maintenance repair and installation work on plumbing components and piping systems in the Embassy and Consulate Compounds. The incumbent shall apply the Uniform Plumbing Code (UPC), to all new and existing installations. The incumbent assigns or performs work generated by the Global Maintenance Management System (GMMS) and other work as directed. The incumbent attends required meetings, approves time sheets, facilitates ordering of parts and supplies, and manages schedules to ensure proper staffing. Travel to support maintenance at other posts may be required. Major Duties and Responsibilities (include but are not limited to) : Supervision: Direct the work of the American Plumbers and others as assigned. Review the performance of assigned work for proper installation and timely completion. Delegate the Preventive Maintenance (PM) work orders as generated by the GMMS. Ensure GMMS is current with Embassy assets and PMs. Ensure proper staffing by managing vacations and leave. Approve and verify accuracy of timesheets submitted by subordinates. Provide evaluations of subordinates as required. Provide expert technical support of issues related to the plumbing systems at the Embassy. Maintenance functions: Direct and perform preventive maintenance and repair on the following systems: water and sewage distribution systems, fire sprinkler systems, pipe fittings, fixtures, hydrants, water mains, water closets, lavatories, showers, sinks, etc. Direct and perform preventive maintenance tasks in accordance with schedules, operating procedures and Original Equipment Manufacturer (OEM) guidelines. Analyze leaks and malfunctions of plumbing systems by visual and auditory inspection. Facilitate repair, adjustments or replacement of faulty equipment to ensure optimal performance. Testing functions: Conducts testing of pipe sections, joints, connections, fittings, pumps, major installed items and accessories to ensure proper system performance. New installations: Perform replacement or installation of new piping and plumbing equipment as directed. Perform plumbing installation and renovation of compound apartments and compound plumbing systems. Reports: Maintain records of all work accomplished and parts used. Utilize GMMS to manage and document work orders and PMs. Provide overtime projections, quarterly reports and other required correspondence. Comply with all related published directives, work standards and technical publications. Perform audits of work orders and preventative maintenance in accordance with the quality assurance program and report results to American Facilities Supervisor. Address issues or deficiencies with staff. Qualifications: Incumbent will have completed secondary school or obtained a General Educational Development (GED). Incumbent must have oral and written communication skills sufficient to produce employee evaluations and written reports for upper management and to brief upper management on project status. Incumbent shall, occasionally, be required to lift 50 lbs. without assistance. Work from elevated platforms and ladders are required. A Top Secret clearance is required. The incumbent will have completed a certified plumbing training program or equivalent. A current state journeyman plumbing license or equivalent is required. Five years' experience working as a journeyman in maintenance or installation of plumbing equipment including: water closets, lavatories, showers, pumps, copper and rigid steel piping. Experience in general building plumbing maintenance and repair is preferred. A strong understanding of the uniform plumbing code is required. Experience must include working from sketches, drawings, blueprints, and manufacturers' operations and maintenance manuals. Five years' experience directing and managing personnel as a foreman lead or supervisor is preferred.
