General Description JOIN OUR TEAM AS A PLANNER II - PUBLIC WORKS (RESILIENCY). Advance planning work that includes routine and complex technical assignments. The Planner II- Resiliency position provides advanced planning and support for a wide range of sustainability, coastal and community resilience activities within the Public Works Department. This position involves professional-level duties and judgment, geospatial analytics, intra departmental coordination and routine administrative tasks.
Essential Job Functions - Develops community and coastal resiliency and sustainability planning studies and reports in support of new and updated plans, programs, and regulations.
- Assists in the development of the Resilient Pasco Sustainability and Resiliency Strategic Action Plan.
- Prepares sections (including drafting of text) for proposed Comprehensive Plan and Land Development Code as needed.
- Prepares staff reports and analyzes and recommends amendments to the Comprehensive Plan and Land Development Code.
- Researches, prepares, and directs special studies and reports in areas, to include, sustainability and resiliency, land use, water quality, dredging, conservation, transportation, community facilities, demographics/socioeconomic and physical conditions.
- Develops and coordinates public participation and consensus building initiatives.
- Prepares responses to public inquiries.
- Performs data processing duties including the use of statistical programs, encoding data, data entry and retrieval and routine computer operations.
- Prepares grant reports and grant documentation materials.
- Develops and maintains computer databases.
- Maintains communications and acts as a liaison between Public Works and other departments, Tampa Bay Regional Planning Council, State agencies, the public and other entities.
- Provides staff assistance, makes recommendations, and presents findings to committees, boards and commissions.
- Collects a variety of statistical and geospatial data and prepares reports and maps on topics such as coastal and community resiliency, sustainability, census information, land use, tax base data, and occupancy rates as needed.
- Acts as liaison between community groups, government agencies, developers and elected officials in developing community and coastal resiliency and sustainability plans.
- Coordinates community review of proposed sustainability and resiliency policies and initiatives
- Provides information to the public regarding development regulations.
- Assists in resolving citizen and customer issues.
- Assists in coordination of the work of consultants and other branch, department and division sustainability and resiliency staff.
- Conducts field evaluations and assessments.
- Attends evening and weekend meetings.
- Performs other work as necessary.
Knowledge, Skills and Abilities- Knowledge of general planning law principles and practices at the local, regional, and state levels of government.
- Knowledge of urban design, land use, comprehensive planning, community and coastal resiliency, sustainability, climate change adaptation, vulnerability and risk assessment, hazard mitigation, floodplain management and public outreach concepts and best management practices.
- Knowledge of principles and practices of research and data collection.
- Demonstrated skill in visual communication, physical design, and geospatial analysis.
- Ability to practically apply statistical, algebraic, or geometric knowledge.
- Ability to create and present ideas and findings clearly and concisely in written, oral and graphic form.
- Ability to establish and maintain effective working relationships with department heads, outside agencies and the general public.
- Ability to participate in planning studies and multiple projects simultaneously, work independently or in a team environment.
- Possess well developed time management and time documentation.
- Ability to write grant reports and develop grant documentation.
- Ability to conduct meetings in a virtual/hybrid environment utilizing Webex or Webex Teams.
- Ability to balance details with big picture goals and vision.
- Ability to interpret applicable legislation rules and codes.
- Ability to operate computer software commonly utilized in the Planning profession, such as MS Office Suite, GIS, Adobe Creative Suite (Illustrator, In-Design, Photoshop, Acrobat Pro), Canva, AutoCAD, ESRI, Community Viz, and SketchUp or similar visualization tools.
- Knowledge of US Census; Tampa Bay Climate Science Advisory Panel Sea Level Rise Projections; FEMA-MPO Pilot Study sea level rise, storm surge, major inundation projections and geospatial data (FEMA - HAZMUS-MH 2; 2020 FEMA) Flood Zones; Army Corps of Engineers South Atlantic Coastal Study geoportal; Project REACH and any other local, state, federal data sources and ability to create tables, graphs, charts and maps.
Minimum Requirements PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in Urban Planning, Public Administration, Environmental Science, Resiliency, Geospatial Systems or Policy, or a related field
OR a Bachelor's Degree with a minimum of two (2) years of direct research experience in sustainability and/or coastal and/or community resiliency planning, urban planning, resilient design, and/or coastal flooding adaptation strategies.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. AICP or CC-P, Floodplain Manager, LEED Green Associate preferred.
