Job Summary:

The position of Planner I is the entry-level position within professional planning. It is distinguished from the Planning Technician position because it involves professional-level duties and judgment, and fewer routine administrative tasks. This position level receives immediate supervision from senior planners.

Typical Duties and Responsibilities:
  • Develops land plans of varying size and complexity for residential, commercial, office park, and redevelopment projects.
  • Creates, reviews or assists in the review of development proposals, site plans and preliminary plats for conformance with codes, plans, and regulations.
  • Collects a variety of statistical data and prepare reports and maps on topics such as census information, land use, tax base data, and occupancy rates.
  • Conducts field evaluations and assessments.
  • Attends public meetings, assisting other planning staff as appropriate, including after hours events.
Desired knowledge, skills and abilities:
  • Knowledge of the principles and practices of planning.
  • Knowledge of a relevant specialization such as transportation, land use, or sustainable design is desired.
  • Knowledge of principles and practices of research and data collection.
  • Knowledge of effective writing techniques.
  • Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations.
  • Knowledge of computer hardware and software programs, which should include Microsoft Office, Internet applications, AutoCAD, Photoshop or Illustrator and GIS.
  • Strong oral communication and interpersonal skills.
  • Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems.
  • Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to project conditions.
  • Ability to create graphic designs, development strategies, and render site plans via sketches and/or computer graphics highly desirable.
  • Ability to work on several projects or issues simultaneously.
  • Ability to work independently or in a team environment as needed.
  • Ability to attend to details while keeping big-picture goals in mind.
Work Environment:
  • This job operates in a professional office environment on site. This role routinely uses standard office equipment such as computers, phones, photocopiers.
Education, certification and experience:
  • Requires enrollment in or completion of a bachelor's degree in urban planning, architecture, landscape architecture, business, law, public policy, or related area of study.
  • Six months to three years experience desired and enrollment in professional development activities toward planning certification.
  • Involvement in professional and community organizations is encouraged.
Physical Requirements:

  • Must be able to remain in a stationary position 50% of the time. While performing the duties of this job, the employee is regularly required to work in a team setting and communicate progress and issues with supervisory personnel.
  • The employee is occasionally required to move about the office to utilize office productivity machinery such as the printer, copier, scanner, computer, etc.
  • May require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
  • The employee may be required to lift and/or move up to 10 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus when using graphic design software.
