Personnel Security Analyst, III The Personnel Security Analyst, III is the most senior analyst role in Security & Classified Operations Personnel Security. This position may be responsible for the oversight of more junior staff in the Personnel Security Unit. This position also independently performs advanced to highly complex Personnel Security requests for Sensitive Compartmented Information access and special program access administration activities, including business justifications, contract requirements and National Interest Determination justifications. This position submits and coordinates actions with the National Background Investigation Bureau vetting office to bring investigations to closure to reduce processing timelines.
Additionally, this position provides contractual clearance and special access expertise in vetting of clearances and access administration and is responsible for difficult cases with the utmost respect and privacy. Assignments at this level require the use of independent judgment and initiative to advise managers on hiring decisions based on a candidate's ability to obtain a required clearance or access. This position may also provide training, mentoring and direction over less experienced Personnel Security Analysts and other stakeholders within RAND.
Duties - Oversee junior level staff including providing feedback to management regarding their individual performance.
- Review new contract clearance requirements and hold kick off meetings with the project leadership to define clearance and access levels, timeline requirements and additional contract requirements identified in the statement of work.
- Review and provide feedback regarding clearance packages to ensure all information is provided and correct.
- Mentor, lead, train, and provide subject matter expertise to less experienced Security team members within the department and other stakeholders within RAND.
- Facilitate problem identification and resolution in clearance actions and address issues related to employees maintaining clearances and accesses.
- Maintain cooperative working relationships with RAND Project managers, senior division leadership, and government POC in the Vetting office.
- Champions security policies and process implementation.
- Lead the team and ensure electronic files in DISS, NBIS, eApp, Scattered Castle, and SIMS database and hard copy documentation are accurate.
- Monitor processes and drive improvement in efficiency and quality of personnel security programs.
- Interface regularly with key stakeholders in RAND and government customers to support clearance activities.

Basic Qualifications - Expert knowledge of federal regulations, Privacy act of 1975, 32 CFR Part117, ICD 704, 5200-01-04, SF 86, and SF 85 forms, 4311 forms.
- Expert knowledge of DISS database, Scattered Castles, SWFT, NBIS, eApp and SIMS Database.
- Ability to research, interpret, and communicate Security clearance and access requirements to ensure RAND's personnel privacy and rights are protected.
- Strong communication skills -Ability to communicate with internal and external partners clearly and effectively, remotely and in person.
- Ability to establish strategic and collaborative working relationships with internal and external partners.

Experience Without a bachelor's degree, at least 9 years of relevant experience is required. With a bachelor's degree, at least 5 years of relevant experience is required. With a master's degree, at least 3 years of relevant experience is required. At least two years of progressively responsible team lead professional experience in industrial security is preferred.
Education High school diploma or GED is required. BS/BA degree is preferred.
Security Clearance Must meet eligibility requirements for access to U.S. government classified information.

Salary Range: $88,000 - $130,900
