Description

The Personnel Cabinet offers the great opportunity to work with and serve state agencies, employees andcitizens across the Commonwealth. The Personnel Cabinet's mission is to provide leadership and guidance toattract, develop, motivate and retain a talented, diverse workforce; foster an understanding of and adherenceto regulatory requirements; and create a positive, supportive work environment that values all employees. TheClassification, Compensation, and Organizational Management Branch within the Division of Employee Managementis responsible for administering the Commonwealth's classification, compensation, and organizationalmanagement systems and for providing professional and consultative services related to these areas to theExecutive, Legislative and Judicial Branches of the Commonwealth's state government.

The Division of Employee Management is seeking a Personnel Program Analyst II who will work within theClassification, Compensation, and Organizational Management Branch, and be part of a dedicated team. Thisrewarding position will support the classification, compensation, and organizational management business needsof agencies throughout the Commonwealth.

Essential responsibilities may include, but are not limited to:
  • Under general guidance, providing consultative and technical customer service to agencies, employees,management, and public related to classification, compensation, and organizational management and applicableregulations and statutes.
  • Reviewing and approving or denying a wide variety of classification and compensation actions submittedwithin the Kentucky Human Resource Information System (KHRIS) for statutory and regulatory compliance.
  • Working collaboratively with other staff in reviewing job classifications and requests to establish,revise, or abolish job classification specifications.
  • Working collaboratively with manager in researching and performing org, job, and position maintenance inKHRIS, to include executing mass changes or responding to business requests from agencies.
  • Serving on the branch training team to include facilitating or serving as the subject matter expert fordesignated trainings.
Preferred skills and abilities:
  • Working knowledge of the Kentucky Human Resource Information System (KHRIS)
  • Possesses an understanding of Kentucky Revised Statutes (KRS) and Kentucky Administrative Regulations (KAR)
  • Attention to detail and analytical skills are essential
  • Strong writing and communication skills
  • Ability to work independently and as part of a team
  • Possesses a high level of integrity and personal accountability

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Three years of experience in human resources or in personnel administration involving the preparation, review, or processing of personnel or payroll documents.

Substitute EDUCATION for EXPERIENCE:A master's degree in personnel administration, public administration, human resources, or related field will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION:Experience in human resources or in personnel administration involving the preparation, review, and/or processing of personnel and/or payroll documents will substitute for the required education on a year-for- year basis.

Working Conditions

Work is performed in an office setting and involves frequent contact by telephone or in-person with state employees and applicants. Incumbents must travel occasionally when working with state agencies.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
