INTRODUCTION

This classification provides information to the public on Short Term Rental Licenses, building permit processes, pending land use applications, and the County's on-site wastewater program, assists the public in completing Department permit and license applications, and issues approved Short-Term Rental Licenses.

Examples of Essential Duties
(Duties assigned to this level include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)
  • Assist the public in completing new and renewal Short-Term Rental License applications for the County's Short Term Rental license program located within the unincorporated areas of Tillamook County.
  • Ensures that necessary supporting documents are submitted to the Department so that a Short-Term Rental License decision can be rendered by the Short-Term Rental Administrator. Assist Building Official and Director with code enforcement of non-compliant Short Term Rental properties.
  • Assist in intake of permit applications for electrical, plumbing, mechanical, or septic work, residential construction, manufactured dwellings, etc. Ensure that necessary supporting documents are supplied so that a decision can be rendered by the Building Official, a Land Use Planner, or the Environmental Program Manager. After approval decision is received from staff, issue permit documentation to applicant.
  • Determine appropriate application fees, receive payments, and record receipts. Maintain department financial records, including permit fees, grants, and purchase of supplies.
  • Answer telephone and walk-in inquiries where facts are readily verifiable and require limited review of zoning maps, FEMA Flood Insurance Rate Maps, files, historical material, County GIS digital layer maps, aerial photos, etc.
Typical Qualifications
KNOWLEDGE, SKILLS, ABILITIES

Knowledge:
  • Knowledge of vacation rental or real estate industry.
  • Knowledge of land use planning and building terminology and procedures.
  • Knowledge of permit application requirements, including supporting documentation requirements.
  • Knowledge of basic bookkeeping practices and principles.
Skills:
  • Skill in keyboarding and use of word processing software.
  • Skill in the use of spreadsheet software.
  • Skill in use of electronic databases, filing systems, and tracking systems.
Abilities:
  • Able to understand and interpret deeds and legal property descriptions.
  • Able to interpret maps and aerial photographs.
  • Able to conduct record searches.
  • Able to communicate effectively orally and in writing to obtain necessary information for the permit process to proceed and to answer questions of limited technical complexity.
  • Able to make independent decisions in accordance with established policies and procedures.
  • Able to remain calm and use good judgment during confrontational or high- pressure situations.
  • Able to courteously meet and deal with a variety of employees, representatives of title companies, contractors, consultants, vendors, and the public.

QUALIFICATIONS

One year of progressively responsible work as a permit technician OR one year of education above the high school level, OR a combination of education and experience that provides equivalent knowledge, skills and abilities. If the operation of a motor vehicle is required, the employee must have a valid Oregon driver's license and maintain a good driving record.

SUPERVISORY CONTROLS

Recurring routine assignments are independently performed on the basis of past experience and training. A supervisor or higher classified staff member is available to provide assistance when inquiries are beyond the employee's scope of knowledge.

Numerous, detailed guidelines affect the performance of the work. The employee uses considerable judgment to find and select the appropriate guideline in light of the task at hand.
PHYSICAL DEMANDS AND WORK ENVIRONMENT

Work is performed in an office environment. May require bending, light lifting and carrying, reaching, sitting, stooping, walking and extended periods of standing.
