lead the Program Management Office (PMO) in support of the Citys transition from PeopleSoft and other related third party systems to Workday and Sherpa. We invite qualified candidates to submit proposals to manage and oversee this critical transition, ensuring a smooth and successful implementation.
Overview of Program objectives:
Customer has embarked on a strategic initiative to modernize key business processes, including human resources, payroll, finance, procurement, asset management, budgeting, and other related functions. As part of this transformation, the City plans to replace its existing enterprise resource planning (ERP) system, Oracle PeopleSoft, with a new, cloud based solution from Workday. The new ERP system will be integrated with other third party applications to provide a comprehensive solution for the Citys operations. This initiative aims to streamline and optimize critical functions across various departments, with the goal of enhancing efficiency, improving service delivery, and providing a more intuitive, user friendly experience for City employees.
This transformation will impact all City departments and employees, as well as the Minneapolis Park and Recreation Board (MPRB), a separate unit of the City. The new system will introduce changes in workflows, processes, and day to day operations. Successful implementation will require careful planning, coordination, and oversight to ensure that the projects are completed on time, within budget, and meets the Citys expectations for functionality and user adoption.
To guide this critical transformation, the City is seeking a qualified Program Manager (Consultant) to lead the development and execution of the ERP Program Management Office (PMO) on behalf of the City. The Consultant will be responsible for managing all aspects of the Program, from project planning and vendor coordination to stakeholder engagement, change management, and post implementation support. The Consultant will work closely with the Citys project sponsors, project team, implementation partner and other external vendors to ensure a smooth and successful transition to the new system. This individual will also ensure that risks are proactively managed, milestones are achieved, and the Program remains on track to meet the Citys objectives.
The overall goals for the ERP Implementation Project include:
Reducing risk by moving away from inefficient systems
Reducing the number of unconnected and shadow systems throughout the City
Developing and improving integrations with specialized software
Consolidating redundant systems
Improving system navigation
Enhancing user experience
Reducing manual processes and data entry
Standardizing and improving business processes based on best practices
Reducing instances of duplicate data (one source of truth)
Improving reporting through user driven reporting capabilities
Improving query/search capabilities
Improving/streamlining procurement processes
Improve hiring and onboarding processes
Limiting customization of system
Improving workflows and efficiency of all systems
Experiences:
At least 5 years of program management experience managing large software implementation projects impacting multiple departments across the organization within a formal project management environment with large financial impacts. At least two years of experience with Workday implementation in the public sector (governmental setting) as the project manager is required. Workday certifications are desired.
Qualifications:
Willingness and ability to work on site, as required by the City (this is not a fully remote position).
Experience effectively leveraging relevant technology (including MS Office, Smartsheet, databases, etc.).
Experience working with governments and their unions.
Knowledge of the roles and business inter relationships of each City Department function and the IT tool sets available for business solutions development and cost effective business operations.
Knowledge and ability to apply project/change management principles and methodologies.
Skill in managing the design, evaluation, selection, and deployment of hardware, software, and network infrastructure.
Proficient in preparation and facilitation of meetings
Excellent communication skills, including verbal, written and presentation.
Excellent active listening skills. Able to communicate effectively at all levels in an organization.
