RIHousing - Operations Specialist ISalary - $57,578.15 - $83,318.97What it's all about: This position is accountable for performing a variety of technical tasks, systems analysis, and support activities for the Development and Leased Housing and Rental Services Divisions to ensure that rental assistance and grant management systems fit end-user needs.
What you'll do on a daily basis: The major function of this position is to provide operational and technical support to both the Development and Leased Housing and Rental Services Divisions. The incumbent will work to enhance and implement a variety of software applications and assist in training and supporting end users. This position will manage the collection of rental assistance and grant administration level data and report data to external sources, including but not limited to HUD, external auditors, and quantitative consultants. In addition, this position will support Yardi Software and Housing and Development Software (HDS) for the management of rental assistance programs, including the Performance Based Contract Administration portfolio, the ProLink system supporting development, asset management, and compliance of LIHTC and ancillary multifamily properties, and Procorem access for external system users.
This position is not routine in nature, and the incumbent must be flexible, able to set priorities, and able to work independently to complete assigned projects, including troubleshooting technical issues. The incumbent will assist Development and Leased Housing staff with access to the system's application/design/features, and reports. Support may also include assisting with the billing and financial functions of the program areas.
Coordinates the processing of user requests and resolves user application problems in a timely, professional manner. Conducts user training as required.
Provide technical, operational, and administrative support services to a variety of system operation activities including, but not limited to, system analysis, data management, security, software installation, warehousing data to satisfy reporting requirements, as well as related functions that involve the operation of the development programs, rental housing programs, PBCA portfolio, and grant management systems.
Monitor adherence to policies and procedures with respect to applications, software, and data within the development, rental assistance, PBCA, and grant management systems.
Incumbent shall be cross trained to provide support for the administration of HUD Secure Systems, Yardi Software, HDS, DocuShare, ShareFile, Smartsheet, ProLink, Procorem, and various other technical functions/software applications as required.
What you'll bring to the team: - Perform system analysis, technical tasks, administrative, management, reporting, and support functions in a timely manner consistent with RIHousing objectives.
- Coordinate the processing of user requests, resolve user problems, and conduct user training to ensure that development, rental assistance, PBCA, and grant management systems are properly utilized.
- Participate in the enforcement of policies and procedures with respect to the development, rental assistance, PBCA, and grant management systems as assigned.
- Provide operational support for all development, rental assistance, PBCA, and grant management systems, including PProlink/Procorem, Yardi Software, and HDS, and is responsible for division application upgrades and software testing.
- Manage the collection of rental assistance and grant management-level data for reporting to external sources, including, but not limited to, HUD, external auditors, and quantitative consultants.
- Provides backup support for technical functions as required. Back-up support includes, but is not limited to, assisting with the billing and financial functions of the program areas.
- Testing of ProLink and Procorem releases in UAT and Production on a recurring basis; reporting of any inconsistencies or system errors to ProLink solutions.
- Coordinate with the Business Solutions Manager and Operations Specialist to provide system routine procedures and improvements, such as workflows, checklists, work center maintenance, inspection scheduling, etc., to benefit end users.
- Provide customer support to external Procorem users.
- Maintain external user tracking system for Procorem software, including weekly reminders to unaccepted system invites.
- Build and test SmartDox; maintain existing templates and create new templates.
- Engage in regular training opportunities on the utilization of available software programs and regulatory compliance.
What you'll need to succeed: - Minimum 2-3 years' experience in LIHTC, PBCA, HOME, or other affordable housing programs.
- Strong software background; development, property management software, and/or compliance monitoring software.
- Must be proficient in Excel, including formulas and data analysis. Familiarity with XML files is preferred.
- Associate's degree in Computer Science or related field (Bachelor's preferred).
