Duties and Responsibilities

This position reports to the Bureau Chief in the Bureau of Issuance Oversight and will manage, direct, and lead a group of supervisors, business process experts and user acceptance testers who are responsible for maintaining, supporting, administering, and testing the Division of Motorist Services' issuance systems, business requirements, and business processes.

Members reporting to this position are responsible for testing and managing business processes, requirements, test plans and test cases for all agency projects and business process improvement efforts for the Bureau of Issuance Oversight and the Division of Motorist Services. This individual maintains excellent communication with management, both within the Division and across the organization, to ensure effective collaboration and execution of tasks. The position shall act as a conduit between Motorist Services bureaus, other agency divisions, vendors, and agency partners when implementing technology solutions, translating business needs to support technical and non-technical requirements, processes, procedures, and testing business requirements for the agency.

Knowledge, Skills, and Abilities
  • Knowledge of formalized testing strategies and user acceptance testing.
  • Knowledge of formal manual and/or automated testing software such as Selenium, Appium, Microsoft Test Manager or other testing tools.
  • Knowledge of basic management principles and practices.
  • Knowledge of software development life cycle concepts, strategies, and methods.
  • Knowledge of principles and techniques for effective communication and collaboration.
  • Knowledge of various data collection methods.
  • Skilled and experienced in managing multiple projects and task simultaneously.
  • Skilled in the use of Excel, Word, Power Point, Adobe Acrobat, Visio and other process documentation tools.
  • Skilled in planning, problem solving, reporting and strategic development.
  • Skilled in managing time and prioritizing assignments and projects tasks.
  • Ability to organize data in a logical format for presentation in reports, documents, and other written materials.
  • Ability to analyze/anticipate risk and make recommendation and implement solutions to mitigate risks.
  • Ability to handle multiple priorities and effectively deal with ambiguity.
  • Ability to plan, organize, and prioritize work assignments.

Preferred Qualifications

Preference will be given to applicants who have the following:
  • Experience leading multiple teams and testing efforts.
  • Experience working on large scale project(s).
  • Experience using formalized testing strategies and testing software.
  • Experience and skills making data-based decisions and strategic thinking.
