Hourly Rate: $30.78 - $40.78 per hour (Salary commensurate with education and experience).
Other Conditions: Not to exceed 19 hours week. Position is expected to start June 1, 2025 and not to exceed May 31, 2026.
Duties and Responsibilities - In connection with the Director of Compliance and the Language Access Work Group, formulates and implements the Language Access Plan and language access infrastructure for the University of Hawaii ("UH") system.
- Provides policy, program, and administrative support to the UHCC Director of Compliance, Language Access Coordinators, the UH Language Access Working Group, and other stakeholders regarding compliance with state and federal language access law.
- Oversees data collection regarding language access, including services requests and complaints.
- In consultation with the UHCC Director of Compliance, communicates with internal and external stakeholders, and external federal and state administrative agencies, regarding compliance issues, including but not limited to the on-site monitoring and audits by the Hawaii Office of Language Access.
- Develops effective and engaging internal trainings on compliance-related topics, including but not limited to language access (e.g., services offered, the UH language access plan, data collection, internal procedures), and workplace standards and civil rights as they intersect with language access.
- Delivers dynamic, effective, and up-to-date training on compliance matters related to language access and civil rights to UH stakeholders from different backgrounds and perspectives, at times collaborating with a team of presenters.
- Oversees the logistics of training and other educational programming, including Zoom logistics, coordination with campuses for in-person programming, registration, attendance, attendee management, gathering feedback, etc., in collaboration with the Office of Compliance. Spearheads administrative aspects of the events, including overseeing processing of speaker fees/honorariums.
- Promotes trainings and other educational programming to ensure events reach and engage a broad audience, collaborating with key stakeholders like the Office of Compliance, campus administration, and Communications Offices. Includes creating content for UH websites.
- Communicates in a professional and timely manner with the Compliance Office and others, including but not limited to university officials, campus coordinators, external agencies, and external presenters.
- Researches emerging issues, policies, best practices, and new federal and state amendments and laws relevant to creating cutting edge curriculum for trainings and workshops.
- Maintains record-keeping system related to attendance for trainings and educational programming, monitoring for trends in attendance and engagements and using information to improve future trainings and educational programming.
- Prepares templates, forms, or other supportive documents to assist campuses with language access compliance.
- As necessary, travels to all 10 University campuses to conduct trainings and workshops.
- Works collaboratively and collegially with diverse groups of individuals.
- Works independently in all areas of the job duties with supervisor support.

Minimum Qualifications:Education and Professional Work Experience: - Possession of a baccalaureate degree in Business Administration, Education, Human Resources, English Literature, Social Sciences or related field and 3 years of professional experience in civil rights programs (e.g., EEO, Title IX, Title VI, ADA, Clery, etc.), Human Resources, training or education programs, or related area; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Knowledge, Skills and Abilities: - Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with equal opportunity, civil rights, human resources, adjudication, or related.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

Supplemental Minimum Qualifications: - Demonstrated experience in project management, including a demonstrated history of ensuring compliance with deadlines, documenting processes used, overseeing scheduling, communicating promptly and professionally with relevant stakeholders, maintaining organized documentation and data, preparing and finalizing presentations and documents and reviewing written and visual materials for accuracy and clarity.
- Demonstrated ability to build and present effective training or educational programs and workshops.
- Demonstrated ability to complete large-scale, complex assignments with timeliness, accuracy, and attention to detail.
- Demonstrated ability to work independently and collaboratively, as a member of a team, exercising professionalism and good judgment.
- Ability to prepare and maintain comprehensive records, reports, and instructional materials in the specialty area.
- Demonstrated ability to operate Zoom videoconference, including scheduling meetings, creating and managing webinar events (e.g., setting up and monitoring registration, sending reminders to registrants, etc.)
- Ability to maintain confidentiality of records and information and to exercise discretion and to function in sensitive areas in a tactful and judicious manner.
- Ability to do detailed and accurate work.
Desirable Qualifications: - Familiarity with applicable federal and state laws, rules, regulations, and/or theories and systems associated with civil rights (e.g. EEO, Title IX, Title VII, Title VI, ADA, etc.), human resources, adjudication (e.g., litigation, union disputes, etc.), or related areas.
- Experience or demonstrated ability to research and develop new areas of expertise, sufficient to build and conduct trainings or workshops.
- Commitment to the principles and practices of civil rights.
- Experience in event management, particularly online events, including overseeing logistics, serving as a liaison to guests, and marketing the event.
- Experience with design, and/or presentation applications, sufficient to build engaging and informative presentations and materials.
