General Summary
Under general supervision the IT Director, the GIS Analyst fills map and data requests adhering to data quality standards. Processes, edits, and maintains geospatial data in an enterprise GIS environment. Conducts geospatial analysis using specialized software. Develops, maintains, and provide application support for web mapping applications. Functions in a team environment. This position exercises no supervision.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Fulfills map and data requests from business units
  • Follows standards of GIS data quality and integrity requirements while evaluating, editing, and otherwise processing data
  • Regularly processes, converts, transforms, and modifies geospatial data
  • Regularly conducts simple geospatial analysis using specialized software and extensions
  • Enters legal description information into GIS to determine validity of information primarily for development projects
  • Provides application support for web maps, dashboards, and analytic solutions, which may include issue resolution, training, and/or issue escalation
  • Creates, monitors, and maintains one or more simple web mapping applications
  • Participates in the design, development, and delivery of enterprise GIS software applications, training programs, and individual classes
  • Creates map documents specific to business solutions with a map service requirement
  • Assists with documentation of metadata, data origin, and data processing function
  • Occasionally writes SQL queries, SQL Spatial Views, and data models to establish automation and/or integration with business applications
  • Reviews, deciphers, and creates data based on engineering plans including as-built drawings, CAD files, site plans, and plat documents
  • Conducts data gathering and analysis and creates products that help businesses decipher data significance for intelligent decision making
  • This position is Essential. During an emergency, this position may be required to provide services or perform duties for the benefit of the public and continuity of city operations. These may include services or duties different from those performed in the usual course and scope of this position

Minimum Qualifications
Education, Training and Experience Guidelines:

Work requires possession of a bachelor's degree in Geographic Information Systems (GIS), Geography, Computer Science, Data Analysis related field, and three (3) years' experience as a GIS Technician, GIS Analyst or similar position, or any equivalent combination of education and experience and the following:

Knowledge/Skills/Abilities:
  • Proficiency using editing tools, topology rules, geocoding, and geoprocessing tools within the ArcGIS platform.
  • Proficiency in producing cartographically appealing mapping products.
  • Demonstrated ability analyzing and evaluating spatial data
  • Ability to create web maps and web applications in the ArcGIS Online environment.
  • Ability to effectively manage multiple projects.
  • Ability to resolve customer complaints and concerns.
  • Skill in effective oral and written communications.
  • Knowledge of various extensions within the ArcGIS platform.
  • Knowledge of geodatabase structure and SQL querying techniques.
  • Knowledge of Python customization, SQL scripting, and database integration.
  • Knowledge collecting field data using GPS data.
  • Knowledge of technical support and computer training methods and techniques.
  • Knowledge of computer hardware, software, and peripherals.
  • Knowledge of City policies and procedures.
  • Ability to perform all the physical requirements of the position with or without an accommodation
Special Requirements
License, Certifications, And Other Requirements:
  • Valid State of Texas Driver License
  • GISP Certification preferred
  • Must meet Criminal Justice Information Security (CJIS) requirements
  • Must pass a pre-employment drug screen, physical agility exam, criminal background, and MVR check
The City of Fulshear provides a comprehensive, cost effective, health and welfare package that includes the following: medical, dental, life insurance, long term disability (LTD), vision, flexible spending options, employee assistance program, retirement, and deferred compensation programs. Medical, dental and vision benefits are effective the first day of the month after your start date. Medical, dental, vision, LTD, and Life premiums are paid 100% by the City for all full time employees. The City will contribute 25% towards dependant healthcare costs. We also provide vacation, sick leave, holidays, bereavement, jury leave, and military leave.

HEALTH INSURANCE
The city offers employees medical insurance through BlueCross BlueShield. There is no Primary Care Physician (PCP) required. You have the option to choose one of the following plans: BlueCross BlueShield PPO (co-pay) or BlueCross BlueShield PPO HSA (high deductible plan).

FLEXIBLE SPENDING OPTIONS
Flexible Spending Accounts (Health Care and Dependent Care) allow the employee to pay for certain un-reimbursed health expenses and dependent care expenses on a pre-tax basis. Health Care Flexible Spending account is limited use when combined with the Blue Cross Blue Shield Healthcare Plan. City of Fulshear will contribute a total of $518.00 annually to your HSA plan.

DENTAL INSURANCE
The City offers employees dental insurance through Blue Cross Blue Shield. This plan is unique in that it allows you to choose any licensed dentist for covered services and the plan pays at the reasonable and customary rate until annual maximum.

VISION
The City offers vision insurance through EyeMed. EyeMed Vision plan offers benefits for eye exams, frames and lenses or contact lenses.

LIFE INSURANCE
The City provides a life insurance policy one times your annual salary to all full-time employees which includes an accidental death and dismemberment (AD&D) through The Standard.

LONG TERM DISABILITY
Long Term Disability is funded completely by the City and is intended to help continue your income if you become unable to work due to illness or injury.

EMPLOYEE ASSISTANCE PROGRAM - EAP
EAP services are provided through MetLife. Program benefits include 24-Hour call centers, short-term counseling (up to 8 sessions), and work life solutions (legal and finance guidance), health and wellness programs as well as personal and professional development. This program is also available to anyone that lives in your household.

AFLAC
Employees have the option of enrolling in AFLAC as a pre-tax benefit. Additional voluntary life insurance and AD&D options are available for employees and their families. The city does not cover any deductible, copays, or premiums associated with this benefit.

TEXAS MUNICIPAL RETIREMENT SYSTEM - TMRS
The City of Fulshear offers a retirement plan through the Texas Municipal Retirement System.
