Position Overview The FOIA Program Specialist for the Office of the Director-Legal Bureau, receives responses to Freedom of Information Act (FOIA) requests from ISP employees as requested by the FOIA Officer. Reviews the documents for compliance with FOIA looking for exempt provisions and making redactions to documents as necessary. Explains rules, regulations and procedures as well as ISP Directives. Coordinates the release of information where necessary ensuring compliance with state law as well as applicable privacy rights. Provides guidance and training to assigned staff. Advises immediate supervisor regarding additional training needs. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Essential Functions Serves as the FOIA Program Specialist regarding Freedom of Information Act (FOIA) issues performing complex and specialized technical and paraprofessional functions for the Illinois State Police (ISP) Legal Office. Serves as an ISP FOIA liaison with the Office of the Attorney General; various circuit clerk's offices, and ISP employees. Serves as a Training Coordinator for the FOIA unit. Provides general office management and support services to the Legal Office. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to two years of secretarial/business college and one year of office experience, or completion of high school and three years of office experience, or three years of independent business experience. Requires ability to type at a minimum of 30 words per minute. Qualifying state employees in the employee Upward Mobility Program may complete combinations of specific proficiency tests and training programs leading to a certification of proficiency in lieu of the stated requirement for this classification. Preferred Qualifications Prefers one (1) year of experience applying the principals of FOIA in a law enforcement environment. Prefers two (2) years of experience applying the principals of FOIA. Prefers two (2) years of experience providing administrative and/or clerical support in a law enforcement environment. Prefers three (3) years of experience writing in a business or professional environment. Prefers three (3) years of experience utilizing Microsoft Office products, including but not limited to Access. Prefers experience with answering phones and/or email in a business or professional environment. Prefers extensive knowledge of composition, grammar, spelling and punctuation. Prefers ability to follow oral and written instructions.
