Position Description

The Texas Health and Human Services Commission (HHSC) Community Services (CS) division is seeking a highly qualified candidate for the position of Systems Analyst V. This role reports directly to the Director of the Office of Aging and Disability Resource Centers (OADRC) and involves advanced computer systems analysis to support Texas' twenty-eight Aging and Disability Resource Centers (ADRCs).

The Systems Analyst V will be crucial in designing, configuring, and deploying new program systems to meet OADRC's needs. This position also includes providing ongoing support to system users, troubleshooting issues, and conducting data analysis to identify trends and insights. The analyst will collaborate closely with cross-functional teams, including HHSC Information Technology and Community Services Operations Support, data providers, and local ADRC providers, to ensure seamless integration and optimization of data systems.

This role provides stakeholders with technical solutions to support reporting and analytical initiatives. The Systems Analyst analyzes data and consults with agency leadership on technology and emerging applications. Responsibilities also include selecting data management tools or applications and developing standards, usage guidelines, and procedures for these tools.

Moreover, the Systems Analyst will recommend changes to internal policies and procedures. The analyst will produce clear and comprehensive technical reports presenting findings, identifying alternatives, recommending process improvements, and outlining solutions for monitoring and implementing data quality.

The OADRC Systems Analyst is a lead role and may oversee staff.

This position may be eligible for telework. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need.

Essential Job Functions

Support the implementation of cloud-based SaaS solutions and assume responsibility for ongoing systems maintenance for the ADRC program in collaboration with HHSC Information Technology and CS Operations Support. This includes comprehensive planning, data assessment, cleansing, and mapping to ensure compatibility with the new system. The Systems Analyst V will design and implement workflows that provide a seamless transition and optimal functionality of the latest systems. This position will also document all phases of the migration process, engage with various stakeholders for requirements gathering, and ensure clear communication throughout the Software Development Life Cycle. (25%)

Facilitate ADRC providers' transition to the new systems by providing strategic oversight and support post-migration. This includes training end-users, preparing comprehensive system documentation, user guides, and frequently asked questions, and recommending strategies for optimizing system performance based on feedback and performance metrics. The Systems Analyst will be the subject matter expert for ongoing post-implementation training and system monitoring. (25%)

Provide status reports on enhancement activities and resolve issues impacting the system. Notify the OADRC Director about critical issues that affect the system's ability to deliver metrics as intended. Attend regular status meetings to update team members-such as developers, business analysts, database administrators, and project managers-on the progress of assigned work. Regularly update assignments using a ticketing system to facilitate information sharing among project team members. Communicate system functionality, data collection processes, and other technical issues to technical and non-technical staff via email, telephone, and formal presentations as needed. The audiences for these communications include internal business groups and external entities, such as government organizations and contracted service providers. (25%)

Performs necessary testing of assigned programs, including generating test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications. (10%)

Ensures that design complies with HHSC standards. This task also involves validating and auditing processes to maintain data integrity post-migration. (5%)

Work effectively with OADRC team members to achieve project goals and build strong relationships with stakeholders to foster collaboration and trust. (5%)

Other related work as assigned, including participation in emergency and disaster responses. (5%)
