About the Job - Your Role
You will supervise Institution Registered Nurses, Health Services Technicians, and Certified Medication Aids. You may also supervise Registered Nurses who have been designated as Lead Workers and Pharmacy Technicians 2.
Your duties will include recruitment, hiring, training, scheduling, assigning, and managing employee performance. You will establish and manage systems to deliver medical, dental, hospice, psychiatric treatment, and medications services on a 24-hour, 7-day per week basis for adults in custody (AICs) housed in a variety of units including, but not limited to, general population, infirmary, minimum housing, disciplinary segregation unit, mental health unit, and administrative segregation unit. You will ensure the standard of health care is consistent with that available in the community and assists the facility to meet standards for environment/occupational health and safety. You will serve as the on-site health authority. You will also participate on the statewide Health Services Management team which is a forum used to problem solve operational issues, develop short- and long-range operational goals, and develop policies.
Managing
Manages human resources to deliver all levels and types of nursing care to a population of the adults in custody. Recruits, interviews, selects, and orients nursing personnel to perform health care delivery. Verifies licenses, certificates, and secures training for personnel. Assigns work to nursing personnel consistent with credentials and clinical privileges. Supervises employees and agency personnel so work performed is consistent with assignment and licensure requirements. Uses progressive discipline to correct deficient employee performance. The total nursing staff in each facility ranges from 05-37 positions servicing 1,400-3,000 adults in custody.
Ensures medical records are properly maintained on all adults in custody.
Establishes and maintains a system for administration of medication according to physicians' orders, which is timely and conforms to applicable law, administrative rule, and security requirements.
Responds to written and verbal complaints, grievances, or other request for information including investigations.
Represents the Department of Corrections in court as necessary. Must be able to perform the duties as listed on the institutional Registered Nurse position description in case of emergencies, staff shortages, or as needed.
Planning
Writes and implements health services procedures consistent with the Health Services policy, assists in the preparation of nursing protocols at the state-wide level, and participates in policymaking regarding Health Services.
Provide and arrange for in-service training of nursing staff. Schedule employees for all required training and assists in facilitating continuing professional education requirements. May function as a trainer for annual-in-service training.
Establishes a plan for health care programs to evaluate and monitor the quality of health care provided. Evaluates and documents the quality of health service delivery. Prepares written and statistical reports which convey or quantify the status, volume, and quality of services provided by the Health Services Program.
Assists the Medical Services Manager in examining, developing, and proposing service alternatives to expand the level of service provided or improve the quality of service, including cost and resource sharing service.
Budgetary
Participates in and assists the Medical Services Manager in examining in managing the fiscal resources; and is primarily responsible for overseeing the nursing schedules to minimize budgetary overtime of the Health Services Program. As part of your role, you will be responsible for managing the timely and accurate processing of payroll for all employees.

This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications
Three (3) years of nursing experience including some supervisory and/or teaching experience which shows knowledge of a) nursing techniques and therapeutic intervention used in care and treatment of patients (specific to the employing facility); b) supervisory techniques and work management of subordinate personnel; and c) administrative and educational principles and practices involved in nursing administration.
At the time of appointment, must possess a valid Oregon Registered Professional Nurse's license.
