Job Description
The work is expected to follow BCA's hybrid approach, requiring Mondays and Tuesdays in the office, Wednesdays, Thursdays, and Fridays work from home. The on-site work location is at 1430 Maryland Avenue, St. Paul, MN 55106.

Description of Project

The Minnesota Department of Information Technology Services (MNIT) partnering with the Minnesota Department of Public Safety (DPS), Bureau of Criminal Apprehension (BCA), Minnesota Justice Information Systems (MNJIS), collectively referred to as the State, is seeking one full-time Software Developer resource to assist State staff with rewriting and support for the BCA Archive Services application including modernization with the Splunk technology and application functionality and critical security updates.

At a high level, the resource will provide ongoing support, including functionality and critical security updates, and will also be required to assist in training on the integration of the Splunk technology and other modernized technologies.

The BCA has a need for the application Archive Services rewrite and other projects

Requirements
Tasks
  1. Train Software Development team from Splunk basics to reporting, dashboards and events, search capabilities, APIs, creating Knowledge Objects, Data models, and other enterprise concepts with Splunk.
  2. Collaborate with Software Development team to develop a Splunk solution to modernize the BCA's Archive Services application using Splunk
  3. Work with planning managers, architects, business analysts, quality assurance analysts and agencies to define and transform business requirements into technical design and programming specifications conforming to the system architecture.
  4. Implement enterprise solutions following established BCA patterns in application development and data security.
  5. Build, deploy and test software applications and modules using automated test and deployment technologies and tools.
  6. Provide direction in identifying appropriate technical solutions (application and system level) that meets business objectives, which include defining technical alternatives to derive the most cost-effective solutions to meet client requirements.
  7. Review test cases and test plans in conjunction with quality assurance staff.
  8. Execute unit and integration testing procedures.
  9. Strong communication skills sufficient to clearly communicate highly technical concepts, and to introduce new technological tools or methods.
  10. Establish strong business partnerships with senior MNJIS team members and with criminal justice and technical staff.
  11. Provide Splunk training in all aspects of the Splunk technology, and collaborate with software development team to develop a Splunk solution.
  12. Provide knowledge transfer.
Desired Skills
  1. Five years of experience developing Splunk applications, API, Dashboard, and logging.
  2. Seven years of experience developing ASP .NET MVC applications with C
  3. Five years of Unit test experience (NUnit or JUnit)
  4. Seven years of experience using HTML/CSS
  5. Seven years of experience using JavaScript
  6. Five years of CSS experience
  7. Experience using Entity Framework
  8. Experience writing T-SQL for MS SQL Server
  9. Experience within an Agile Scrum development team
  10. Experience in development of Windows Services using .NET 4.0 or above
  11. Experience using XML schemas
  12. Experience using XSLT
  13. Experience using REST/SOAP web services
  14. Experience using Web API
  15. Experience with DevOps incorporating automation for CI/CD pipelines
  16. Experience working with front-end JavaScript libraries, especially Bootstrap 4/5 and jQuery
  17. Knowledge of Domain Driven Design concepts
  18. Experience working with law enforcement or criminal justice systems
