Internal/ExternalPurpose of Position: The EUPConnect Collaborative in partnership with Eastern Upper Peninsula Intermediate School District is seeking to contract a highly skilled MITTEN Program Manager - Regional Digital Navigator to advance digital literacy and skilling across the Eastern Upper Peninsula through the MITTEN Program.
This role is crucial for closing the digital divide by improving digital literacy and skills among underserved populations, ensuring equitable access to digital technology, education, health and business opportunities in the region.
The Regional Digital Navigator will play a pivotal role in advancing digital literacy and skilling across the Eastern Upper Peninsula. They will oversee the implementation of programs designed to improve digital literacy among underserved populations, coordinate with local partners, manage grant funds, and ensure alignment with broader state-level goals. This role is crucial for closing the digital divide by improving digital literacy and skills among underserved populations, ensuring equitable access to digital technology, education, health and business opportunities in the region.
Period of Employment: Grant timeline: March 2025 - September 2028
Minimum Qualifications: - Bachelor's degree in business, marketing, technology, community development, education, or related field, or equivalent experience.
- 4+ years in community outreach or technology-related project management.
- 2-4 years with nonprofits, education, or municipal governments.
- 1-2 years of project management spanning multiple organizations.
- Demonstrated experience and expertise in Tribal Data Sovereignty.
- Experience in survey design, data analysis, and public-private partnerships.
- Proven grant writing and reporting skills.
- Knowledge of digital technologies and digital skills development for aging individuals.
- Strong critical thinking and independent decision-making skills.
- Ability to work independently and collaboratively within a dynamic team and across the region.

Duties and Responsibilities: Community Engagement and Program Management:
- Implement local data collection services and coordinate outputs and analysis document development with GIS & research.
- Assist and occasionally lead community engagement and presentations with local planning groups, advisories, and steering committees.
- Facilitate community outreach with collaborating organizations and establish relationships with vendors and subject matter experts.
- Develop and maintain relationships with regional, state and national community of subject matter experts related to community digital transformation.
- Organize and manage content and logistics of community networks tracks, regional events, community roadshows, and workshops (virtual and/or in-person).
- Collect and report program results and ensure compliance with MIHI requirements and policies.
- Execute digital equity programs, ensuring all activities align with the goals of the MITTEN Project.
- Formulate and implement strategies to grow digital opportunities in the Eastern Upper Peninsula.
- Develop and manage Requests for Proposals for contractors specializing in digital literacy, digital skills, data collection, data analytics, and training.
- Recruit, select, supervise, and coordinate contractors and coordinate services with deployment partners.
- Develop and sustain strategic alliances with local entities, including educational institutions, libraries, healthcare providers, economic bodies, and community organizations.
- Identify and secure additional funding sources to sustain digital equity programs.
- Track progress, report on key results, and ensure transparency and continuous improvement of programs.
- Develop and implement long-term plans to ensure the continued success and impact of digital opportunities initiatives.
Client Interaction and Support:
- Initiate interactions with clients seeking assistance or identified by EUPCC and partners for support.
- Discuss with each client their home internet access needs, technology experiences, and device usage.
- Assess clients' aspirations for access to technology, current digital skill level, connectivity needs, and internet use priorities. Set agreed goals for digital navigator services and confirm details with the client.
- Advise clients about free or low-cost home internet service options for which they may qualify, assist clients in applying for services, and support their efforts to secure service.
- Provide information about sources of low-cost computers or other internet-connected devices and device repair and maintenance for which they may qualify. Support their efforts to acquire and maintain devices.
- Coach clients to use their home internet services to meet their internet use priorities and goals. This may include in-person, phone, and online interactions, as well as referrals to sources of additional digital skill training.
Wages and Fringes: Contracted position, up to $75,000 per year
Reimbursement for project-related travel, when applicable.
The contract is funded through the Michigan Inclusive Training, Technology, and Equity Network (MITTEN) grant to the EUPConnect Collaborative.
