Position Overview The MCICOM G7 Mission Compatibility Analyst will assist the Mission Sustainment branch with the successful execution and assessment of the mission sustainment and encroachment program(s) and support staff coordination and engagement across Headquarters Marine Corps, Regional Command and installations, the Department of the Navy (DoN), and the Office of the Secretary of Defense (OSD), and other Military Services. Essential Job Function Perform risk-based, encroachment management tasks and develop supporting strategies and plans with public involvement, which requires detailed front-end analysis and planning regarding communication, outreach, and engagement strategies and tasks. Conduct mission compatibility evaluations and recommend mission sustainment strategies in coordination with MCICOM G-3, Regional Commands, and installations. Provide expert advice and analysis on mission compatibility using geographic information systems (GIS) spatial data and associated metadata queries to depict and evaluate the impact of encroachment proposals on the use on the Marine Corps military mission footprint. Production of GIS products includes analyses of military assets and encroachment data sets, and visualizing Marine Corps' land, air, and sea requirements for internal Marine Corps and external audiences. Attend and provide meeting preparation support to DOD Siting Clearinghouse, the Federal Aviation Administration's Obstruction Evaluation/Airport Airspace Analysis (OE/AAA) program, the Bureau of Ocean Energy Management offshore leasing process, the USMC Airspace Working Integrated Product Team, other Marine Corps and DOD forums and working groups, and other relevant Federal, state, and local process for reviewing and assessing mission compatibility of projects as needed. Make recommendations and assist in implementing plans, policies, and processes to improve the Marine Corps mission sustainment and mission compatibility evaluation processes. Analyze gaps and requirements for process improvement and assist in developing policy and guidance to institutionalize the program. Assist in the development, update, and implementation of mission sustainment and encroachment policy and technical studies to include Air Installation Compatible Use Zone and Range Compatible Use Zone reports, Range Complex Management Plans, Committee on Foreign Investment in the United States/Foreign Investment Risk Review policies. Assist in the development, update, and coordination of mission sustainment and encroachment program reporting requirements and briefings to include Secretary of the Navy Range Report, Department of Defense Sustainable Ranges Report, and other Congressional-directed reports as required. Assist with planning and development of training and education materials for Community Plans and Liaison Officers and other Marine Corps personnel on Mission Compatibility Evaluations and the Marine Corps Mission Sustainment Program. Minimum Qualifications Three (3) to five (5) years' experience supporting the Marine Corps, other Services or OSD Readiness and Environmental Protection Integration Office's mission sustainment and encroachment management programs.
