Thomas & Herbert Consulting LLC (T&H), a leading small-business provider of Geospatial Intelligence (GEOINT) solutions for the DOD/Intelligence Community, is seeking multiple skilled and experienced Mid-Level Geospatial Intelligence Analysts to support our Intelligence Community (IC) customer's International Solutions Office (TIP). TIP adopts, acquires, integrates, delivers and sustains that enable the creation and consumption of Geospatial Intelligence (GEOINT) in support of international partners. TIP requires GEOINT analyst expertise to support the adjudication of Generic Release Content that fails the Global Service Proxy (GSP) automated release processing decision. GEOINT analysts selected for this position will provide manual adjudication of all Generic Release Products to partners using the GSP Enterprise Review Interface (GERI) tool, the Manual Automated Review for GEOINT (MARGE) tool, and related support tools. Items that fail automatic release require a two-person manual review process. Detailed duties for this exciting GEOINT analyst position include the following: International program generic release content analysis - Perform manual reviews of generic release content
- Daily reviews of GERI/MARGE manual review queues - Assist in review and adjudication of high priority manual review content when IA and Source SMEs are not available - Ensure secondary manual review is completed by either a secondary Generic Release Content Analyst, a Senior Generic Release Content Analyst, or an International Operations / Source / Analysis SME
- Ensure the proper implementation of the over-arching guidance from the Agency's Office of International Policy (OIP)
- Perform other related duties Monitoring TIP Collaboration Tool and Support Tool Activity - Daily review of the GERI/MARGE tools to ensure access and functionality
- Daily review of the TIP OCE, NGC and LFT services to ensure that content status is reflected correctly - Request resubmission of Generic Release content by either data content provider or user when necessary
- Monitor operational systems critical to release of GEOINT content to TIP mission partners Process Improvement and Documentation - Presenting weekly summary of content reviewed for release based on data type, current issues open internal or external to TIP impacting manual review/release, and recommendations for process improvement
- Support trouble shooting meetings with TIP and Enterprise programs related to General Release issues
- Support Defense or Intelligence Community operational and requirements working group
- Provide processes, procedures, and documentation necessary to identify, assess, monitor, and control risks and issues. Supporting Collaborative Tool and Support Enhancements - Assist the Government with user testing activities for collaboration and support tools.
- Support of tool system check out during pre and post major baseline deployments.
- Track and facilitate testing new and current release policy updates. Providing Metrics - Produce metrics as required by TIP on a recurring and ad hoc basis to provide insight into content posting and automated release failures by Partner, Community of Interest, date time ranges and other useful groupings. Providing Training - Provide training as required to new personnel onboarding who will support International collaboration. Qualified candidates for this position must have knowledge, skills and experience in the following areas: 1. Foreign disclosure and release processes.
2. GEOINT systems, data and collaboration environments.
3. Basic understanding of GEOINT mission background in one or more of the following: Source Collection, Source Foundation, Analysis.
4. Experience finding gaps and providing recommendations for solutions to meet user needs.
5. Demonstrated ability to work independently and as a part of the tam to manage competing demands, while remaining flexible to changing priorities.
6. Experience with International Affairs strategy, mission, policy, and procedures.
Experience working with Disclosure and Release office on data/content release decisions.
7. Good written and verbal communication skills
8. Ability to have discussions and deliberations with subject matter experts and policy makers in order to make informed decisions.
9. Ability to dissect, detect and document mistakes, findings, errors, and missed requirements within a GEOINT product.
10. Basic understanding of maps and geography.
11. Basic understanding of imagery phenomenology.
12. Trained in IC Security Policies and DoD Derivative Classification Marking Standarads. 13. Proficient with Geographic Information Systems (GIS), Notepad , and Google Earth applications.
14. Experienced with Microsoft Office Suite and Adobe PDF applications. Desired Experience Include the Following: 1. Experience working with programs fielding systems to international partners. 2. Experience developing requirements for GEOINT systems.
3. Certified level 2 for Geospatial Intelligence or Geographic Information Systems through a recognized professional or educational organization.
4. Ability to develop, refine, and create efficient processes for the betterment of product quality control checks.
5. Capable of developing instructions, procedures, and new techniques for quality control checks of products.
6. Ability to train users on how to review various types of productions, data, and intelligence reports.
7. Experienced with identifying changes to system behavior and reporting on operational system issues.
