Micro Focus Visual COBOL Programmer - Long-Term Opportunity

Location: Columbia, SC (100% Onsite)
Start Date: ASAP Long-Term Contract

About the Role

The South Carolina Department of Motor Vehicles (SCDMV) is seeking a seasoned Micro Focus Visual COBOL Programmer to support and enhance core business applications within a complex multi-tiered architecture. This is a long-term onsite opportunity that involves both new development and maintenance in a high-impact, mission-critical environment.

We're looking for someone who thrives with minimal supervision, communicates clearly with both technical and non-technical stakeholders, and has a strong foundation in COBOL and Microsoft environments.

Scope of the Work

The role focuses on supporting SCDMV's core business systems, which include:
  • Multi-tiered application architecture
  • Business logic built using Micro Focus Visual COBOL running under IIS on Windows Server 2019
  • Interfacing with .NET UI (VB.NET, C ) and backend Oracle/SQL databases
You'll work on:
  • Developing new business functionality
  • Enhancing and troubleshooting existing processes
  • Supporting online, batch, and reporting functions
What You'll Do Daily
  • Analyze and troubleshoot Phoenix II, web service, and batch business applications
  • Lead resolution of assigned system issues and propose solutions
  • Design, code, test, and deploy new features and bug fixes
  • Communicate with business specialists to validate requirements
  • Provide regular status updates to the Development Manager
Required Skills (Must-Haves)

Expert-level experience with:
  • COBOL development using Micro Focus Visual COBOL in Visual Studio 2019/2022
  • Windows Server 2019/2022 and IIS
  • Enterprise, multi-tier web-based application environments
Strong communication skills
Ability to work independently and collaboratively

Preferred Skills (Nice-to-Haves)
  • IIS setup and configuration
  • Debugging in Visual Studio
  • Microsoft Team Foundation Server (TFS)
  • Microsoft C .NET
  • PL/SQL and Oracle RDBMS experience
  • SQL Server exposure
Education & Certification

Education:
Bachelor's degree in IT or a related field preferred - OR - minimum of 10 years of relevant experience in lieu of a degree.

Certifications:
Microsoft technical certifications will be considered a plus.
Micro Focus certifications are a strong advantage.
