Job Summary

The State Employee Group Insurance Program (SEGIP) has an exciting opportunity providing customer service to state employees and their dependents, retirees, and employees of Independent Billing Units (IBUs) who are covered under state benefits. The incumbent of this position will serve as the initial contact for employees, former employees, and IBU employees, and agency human resource staff requesting information regarding all aspects of enrollment and billing in the State Employee Group Insurance Program. This includes but is not limited to, advising agency human resource staff on state, federal, and SEGIP policies and procedures relating to insurance/benefits.

This position will have the flexibility to work a hybrid schedule, work from home, or work in the office. The incumbent will be required to complete a telework agreement if they work a hybrid schedule or work from home.

This posting will hire up to two positions - one (1) SPA and one (1) SPA, Intermediate depending on qualifications.

SPA level
  • The incumbent of this position will serve as the initial contact for employees, former employees, independent billing unit employees, and agency human resource staff requesting information regarding all aspects of enrollment and benefits, including billing, in the State Employee Group Insurance Program. This includes but is not limited to advising agency human resource staff on state, federal, and SEGIP policies and procedures relating to insurance benefits.
SPA, Intermediate level
  • This position will be responsible to provide insurance and benefit related support services includes billing, deductions, outreach programming, training, new hire orientation and assisting in the appeals process. The incumbent will also be responsible to ensure compliance with eligibility, reporting, and other requirements for the SEGIP insurance programs. This position creates and maintains training and resource guidance that crosses work units, including other state agencies and entities utilizing SEGIP benefits, to ensure that staff have the resources to assist members in the most efficient way possible.
Qualifications

Minimum Qualifications

State Program Admin Requirements

One (1) year of professional experience providing customer service in a call center or operations related environment or two (2) years of advanced administrative support, or paraprofessional experience.

State Program Admin Intermediate Requirements

Two (2) years of advanced administrative support or paraprofessional experience which includes o ne (1) year of professional experience performing benefits related transactions and customer service in a call center or operations related environment.

AND
  • Experience with PeopleSoft benefits administration, payroll, or other Peoplesoft experience
  • Strong customer service skills, including effective oral and written communication with diverse individuals.
  • Strong administrative and organizational skills, including time and priority management, sufficient to work on several projects simultaneously in a fast-paced environment and within deadlines.
  • Ability to administer policies, procedures, and systems while making eligibility determinations.
  • Analytical skills sufficient to research and resolve problems.
Preferred Qualifications
  • Knowledge of employer sponsored group health insurance administration and eligibility requirements.
  • Experience working with PeopleSoft benefits administration or HR related systems or similar software applications.
  • Knowledge of collective bargaining agreements or plans and the ability to understand and interpret contractual language.
  • Knowledge of MN Government Data Practices Act and Federal HIPAA laws as they relate to insurance information.
  • Experience working in a union environment.
  • Ability to perform mathematical calculations sufficient to correctly enroll individuals in billing and determine premium payments.
