POSITION SUMMARY: This position has administrative, managerial, supervisory and programmatic responsibilities for Home and Community-Based Medicaid Programs - including Medicaid Options Waiver (COW), Community First Choice (CFC), Community Personal Assistance Services (CPAS) and Increased Community Services (ICS). Provides consultation and problem solving with clients, families and groups. Develop and implement spreadsheets and data bases for program operation. Supervises case managers. Involves extensive client and community contact. The Office on Aging and Independence serves as a Supports Planning Agency for the HCBS Medicaid Programs. STARTING SALARY HIRING RANGE: $32.95 - $38.23 $68,542 -$79,510 CLASS DESCRIPTION: Performs intermediate professional level human services work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes administering human service programs or providing specialized health and human services targeted to a special population; assists in formulating policies and developing goals and objectives; and providing a full range of counseling and referral services. Work may also include identifying and investigating complaints of unfair and deceptive practices and violations of local and State laws; and administering criminal justice and alternative sentencing programs. Include the following. Other related duties may be assigned. Works and cooperate with co-workers and supervisors at all levels. Learns and performs all essential job functions accurately. Administers the Home and Community-Based Medicaid Programs to include Medicaid Community Options Waiver (COW), Community First Choice (CFC), Community Personal Assistance Services (CPAS) and Increased Community Services (ICS). Ensures that services are integrated with other community services. Develop budgets, monitor services and expenditure. Completes spreadsheet, monitors compliance, develops cost saving measures, provides program analysis and evaluation; requires a working knowledge of grant revenue and expenditures. Oversee the program's Medicaid billing and revenue. Ensures the Medicaid Supports Planning team maintains compliance in accordance with the Maryland Department of Health's solicitation as a Supports Planning Agency. The Office on Aging and Independence serves as a Supports Planning Agency for the HCBS Medicaid Programs. Supervises case management, and other staff assisting with cases as needed. Provides guidance for selected programs which may ensure the safety of vulnerable adults. Provides backup for programs under his/her supervision. Assists with planning, policy development, and joint outreach efforts, including public presentations to ensure adequate public information about all client services. Give presentations about the HCBS Medicaid Programs to the public and related service agencies. Maintains record keeping for client documents which are subject to state and local audit; and fiscal, statistical, and administrative records required by grant sources. Serves as a liaison with the State Departments of Aging, Health, and Human Resources regarding the operation of the HCBS Medicaid Programs. Maintains working relationship and partnership with approved service providers. Participate in activities related to Emergency Management as requested, including work outside normal business hours. May include some evenings and weekends. SUPERVISORY RESPONSIBILITIES: Directly supervises employees in the Medicaid Supports Planning Unit, Office on Aging and Independence. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Bachelor's degree and one (1) year of related experience or an equivalent combination of education and experience. PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES: Master's degree (M. A.) or equivalent; or related experience and/or training; or equivalent combination of education and experience. Understanding of basic budget management principles. Have skills to be able to sort out and clarify issues for individuals and agencies needing information, as well as interpret and implement state policies. Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population. Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary. Proficiency in virtual platforms and use of technology for human services delivery. PHYSICAL DEMANDS AND WORK ENVIRONMENT: While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee frequently is required to stand; use hands to touch, handle, or feel; and reach with hands and arms. The employee is occasionally required to walk. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate. LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to calculate figures and amounts such as proportions and percentages. Ability to apply concepts of basic algebra and geometry. Ability to develop budgets. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Requires licensing and certification as a Social Worker by the Maryland State Board of Examiners.
