GENERAL PURPOSE

Performs maintenance and repair work on behalf of the City's Fleet Services Division; diagnoses and repairs mechanical issues; conducts preventative maintenance; prepares and maintains maintenance records; and performs other related duties as required.

Reports to the Fleet Shop Foreman and/or Fleet Services Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Repairs and maintains various types of City vehicles and equipment including but not limited to police vehicles, fire apparatus, and public works equipment.
  • Inspects City vehicles and equipment and makes necessary repairs to keep them in safe operating condition.
  • Performs preventative maintenance necessary to ensure the proper functioning of vehicles, mechanical systems, and component parts.
  • Diagnoses and troubleshoots various types of mechanical issues involving engines, transmissions, brakes, and electrical, hydraulic, and fuel systems.
  • Performs major and minor mechanical work; repairs or replaces water/fuel pumps, radiators, alternators, differentials, timing chains, belts, hoses, fuses, valves, and batteries.
  • Responds to service calls for assistance; retrieves or repairs vehicles and equipment in the field as required.
  • Performs on call duties after normal operating hours in full week intervals, and performs emergency field service and repairs for vehicles and equipment when needed.
  • Operates Fleet software system, MS Excel and MS Word or other city provided software.
  • Prepares, updates, and maintains maintenance records and documentation.
  • Assists in locating mechanical parts as required.
  • Participates in cleaning and maintaining shop facilities and equipment.
  • Transport vehicles and equipment to various locations.
  • Performs other related duties as assigned or required.
PERIPHERAL DUTIESPerforms other job functions as assigned by the Fleet Shop Foreman and/or Fleet Manager.

MINIMUM QUALIFICATIONSEducation and Experience:
  1. High school diploma or GED equivalent, preferably a graduate of a state certified vocational institution in the auto or diesel vocation.
  2. At least three (3) to five (5) years of mechanic experience in an automotive related work environment.
  3. Any equivalent combination of education and experience.

Necessary Knowledge, Skills, and Abilities:
  1. Fleet Services Division operations, policies, and procedures.
  2. Knowledge of computers.
  3. Principles and practices of fleet maintenance.
  4. Regulations governing the maintenance of fleet vehicles.
  5. Vehicles and equipment relative to municipal operations.
  6. Mechanics tools and diagnostic equipment.
  7. Maintenance records, reports, and documentation.
  8. Conducting a variety of skilled mechanics duties.
  9. Maintaining City vehicles and equipment in safe operating condition.
  10. Diagnosing and repairing various types of mechanical issues.
  11. Preparing and maintaining accurate maintenance records.
  12. Safely operating and maintaining mechanics tools and equipment.
  13. Establishing and maintaining cooperative working relationships with other staff, City departments, and vendors.

SPECIAL REQUIREMENTS
Own or possess adequate amount of tools to perform repairs on City vehicles and equipment.

TOOLS AND EQUIPMENT USEDMotorized vehicles for mechanical testing purposes, power and hand tools, and equipment for vehicle and mechanical system work; mechanic's tools, including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of motorized vehicles; electronic vehicle diagnostic equipment; phone, mobile, and portable radio.

The employee must frequently lift and/or move up to seventy-five (75) pounds, and occasionally lift and/or move weights up to one hundred fifty (150) pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

WORK ENVIRONMENT

While performing the duties of this job, the employee frequently works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, toxic or caustic chemicals. The noise level in the work environment is moderately noisy.

The City of Texarkana, Texas provides three weeks of paid vacation and three weeks of paid sick leave per year as well as 13 paid holidays per year.

Retirement benefits are through the Texas Municipal Retirement System with the City contributing at a rate of 2 to 1 and the employee contributing 7% each paycheck to TMRS. Employees are vested after five years and may retire after either twenty years of service at any age or at age 60 as long as they are vested.

Retirement benefits for the Fire Department are paid through the Firemen's Relief and Pension Fund and employees are eligible to retire after twenty years of employment.

A voluntary 457 deferred compensation program through MissionSquare is also offered to all City employees.

The City of Texarkana, Texas provides health, dental, and vision insurance to its employees at a minimal cost. Life insurance equal to one times your annual salary is offered at no cost to the employee with supplemental life and dependent life insurance also available but is paid by the employee. Insurance becomes effective the first of the month following thirty days of employment.
