Job Title: Manager, Safety, Health & Security

Position Summary
The Manager of Safety, Health & Security is responsible for planning, implementing, and managing all safety, health, and security programs at the facility. This includes ensuring full compliance with federal, state, and local regulations, with a strong focus on explosives safety, industrial hygiene, radiation protection, and physical site security.
Key Responsibilities
1. Program Development & Compliance (25%)
- Develops, implements, and maintains comprehensive safety, health, and security procedures.
- Ensures compliance with OSHA, ATF, DSS, Homeland Security, and other regulatory requirements, with emphasis on explosives safety and radiation protection.
2. Safety & Health Oversight (20%)
- Leads all aspects of the health and safety program to ensure a safe working environment for all employees.
- Provides guidance and training on safety protocols and enforces adherence across the facility.
3. Inspections & Audits (20%)
- Conducts routine inspections of production, mechanical, material transport, and subcontractor activities to ensure compliance.
- Audits programs to identify gaps and drive continuous improvement.
4. Technical & Operational Review (15%)
- Reviews and provides feedback on engineering changes, equipment modifications, new proposals, and operating procedures from a safety perspective.
- Ensures integration of safety standards into all technical projects.
5. Security Operations Management (10%)
- Oversees physical security operations, including access control, key and lock systems, and credentials management.
- Coordinates with internal security staff and ensures site readiness for government inspections.
6. Risk & Data Management (10%)
- Coordinates radiation protection and industrial hygiene programs.
- Collects, analyzes, and reports safety data, conducting root cause investigations for incidents and ensuring follow-up actions are taken.
Qualifications
- Education: Bachelor's Degree in Occupational Safety & Health or a related field
- Experience: 8+ years of relevant experience; explosives safety experience preferred
- Certifications: Certified Safety Professional (CSP) preferred
- Other Requirements:
- Valid driver's license
- Ability to obtain a security clearance if required
Key Skills & Knowledge
- Strong verbal and written communication; able to communicate safety procedures clearly and effectively
- In-depth understanding of OSHA, Army Safety Regulations, and industrial safety practices
- Proficient in evaluating safety programs and identifying improvement opportunities
- Demonstrated leadership in managing cross-functional teams and enforcing safety culture
- Ability to manage and coordinate compliance with radiation, hygiene, and explosives safety standards
Physical & Mental Requirements
- Ability to work in industrial environments, including exposure to heat, cold, fumes, and loud noise
- Capable of lifting objects over 15 lbs, climbing, stooping, kneeling, and working in confined spaces
- Must have visual acuity and hearing required for inspections and audits
- Able to concentrate for extended periods and make sound decisions under pressure
