Summary:
The Manager of Project Administration and Capital Control oversees project administration processes and controls related to capital expenditures. Responsibilities may include managing project budgets,
tracking expenses, ensuring compliance with financial policies and procedures, preparing financial reports, and providing support to project teams. This role requires strong financial acumen, project management skills, and the ability to effectively communicate with stakeholders at all levels.
Roles and Responsibilities:
- Assists Directors and Assistant Directors, in tracking, funds management and administration of all funding received annually from the federal and state governments.
- Routes grant agreements to all internal involved parties for their review and sign-off. Assembles and addresses various department concerns for the Assistant Director's review prior to execution of grant.
- Assists Project Managers in documenting baseline budgets, project schedule forms and reprogramming of funds. Ensures Project Manager processes cost objectives (CO) setup forms and that they are in accordance with funding/billing eligibility. Oversees budget and funding data submitted by Project Managers for accuracy and gives them to Project Administration and Capital Control division.
- Maintains an appropriate applicable grant database that includes details on Homeland Security grants received by NJ TRANSIT.
- Coordinates the submittal of executed grants, extensions and modifications to grants to the CP&As Grant Compliance Unit and Finance.
- Represents Assistant Director at funding meetings when necessary.
- Assists in the development of quarterly reports for projects. Sets up all quarterly review meetings on Calendar Manager. Follows up with Project Managers regarding outstanding issues on quarterly reports.
- Works with Project Managers to coordinate information, analyze and justify requests for modification and/or extensions to the grant. Provides Director early warning of potential problems and recommends alternative solutions in advance of crisis.
- Assists in grant closeout.
- Reviews and recommends approval of project budgets, purchase and check requisitions. This includes fund verification through FTA budget revisions narratives and/or requesting DOT fund changes and details as to how project data is to be entered into the Capital Project Accounting System (CPAS). Also, responsible for receipting of departmental invoices to allow timely payment to vendors.
- Responsible for login, processing, documenting of Baseline Budget Green Sheets, Blue Sheet Project Schedule forms, reprogramming of funds Yellow Forms, Fuchsia Forms, Teal Forms, Pumpkin Forms, Cash Flow, etc. and reporting to senior management on status of these elements. Identification of FUTRM needed and coordinate/process appropriate documentation.
- Assists in reconciling/producing the NJ TRANSIT capital funding matrix statement (Blue Book) on a monthly basis which details how NJ TRANSIT's capital dollars are allocated, listing all capital funding yet to be set up, and the 5-year capital program.
- Provides guidance and assistance to the Senior Capital Projects Administrators. Assists with training and mentoring of Senior Capital Project Administrators and prepares required performance reviews.
- Manages the hiring and training consultants and interns.
Education, Experience and Qualifications / KNOWLEDGE & SKILLS REQUIRED:
- Bachelor's Degree in Business Administration, Finance, Accounting
- Six (6) years of experience working with project administration or funding aspects of Capital Programs Capital Delivery .
- Proficient computer skills in Excel, Access and Word required.
- Working knowledge of financial systems required, such as CPAS and PRINTS.
