General Statement of Job:

This position oversees and manages all nursing functions for one or more major sections of the Health Care District's Edward J. Healey Rehabilitation and Nursing Center. Employees perform administrative and supervisory work in managing staff functions and evaluate the effectiveness of the care provided to residents
and patients. This position maintains twenty-four (24) hour responsibility and accountability for resident care and staff, and performs duties in accordance with established regulations, policies, nursing standards, and medical instructions.

Essential Functions:

• Oversees and manages all nursing functions for the nursing unit.

• Makes daily rounds of the unit and follows up on any problems identified with the residents or physical plant or equipment.

• Reviews charts of new admissions, readmissions or residents with unusual occurrences.

• Identifies specific educational needs of individual staff members and provides follow up instruction for identified needs.

• Supervises the clinical orientation of new staff on the unit and ensures all components of the checklist are completed.

• Advise the Staff Development Coordinator of any additional educational needs of new staff.

• Supervises staff on the unit and ensures care is provided in accordance with facility policy, standards, regulatory standards and professional standards of practice.

• Provides coaching as needed to assist staff to meet standards. Provide counseling or discipline in accordance with facility standards as needed based on performance.

• Provides clinical assessments and documents the assessments as needed (e.g. MDS).

• Participate in the care planning and care conferences for residents.

• Ensures physicians are notified as needed for changes in condition or new reports related to residents. Ensures next of kin are notified of changes in condition as required by regulation and notifications are documented.

• Assists with managing, documenting, and investigating incidents and accidents.

• Reviews resident incidents and investigates incidents to determine contributing factors and the details regarding the incident. (Occasionally may involve outside authorities to assist in the investigation.) Ensures that notifications are complete and appropriate documentation and interventions are in place.

• Reviews employee incidents immediately and ensure documentation is completed. Refers employee to Human Resources or sends to facility resource for medical follow up if required (in accordance with policy).

• Works with ancillary personnel in a collaborative effort to ensure the mental, physical, and psychosocial welfare of each resident and staff is carried out according to federal laws and guidelines.

• Assists with the development of policies and procedures, and ongoing instruction to ensure the facility is within national guidelines as demonstrated by the Oscar report.

• Supports and demonstrate practices consistent with the mission, philosophy, standards, policies, and procedures of the nursing department.

• Serves as an administrative resource and leader for the facility in the absence of the Assistant/Director of Nursing.

• Delegates clinical and managerial responsibilities to the nursing staff appropriately to licensure and scope of practice.

• Assesses staffing needs for the shift and allocates nursing personnel accordingly. Recommends staffing patterns to the Director of Nursing.

• Serves as a resource to the staff in clinical and managerial decision-making. Ensures nursing staff comply with the facility policies and procedures.

• Provides coaching or reinstruction as needed. Ensures that practices are consistent with regulatory requirements.

• Identifies problems and makes recommendations for addressing these problems to the Director of Nursing.

• Interviews applicants for position vacancies on the shift or unit and makes hiring recommendations to the Director of Nursing.

• Conducts performance appraisals of licensed staff and assists as needed with performance appraisals of C.N.A.s. Counsels and disciplines nursing staff and consults with the A/DON or HR regarding disciplinary actions.

• Works collaboratively and communicates problems and needs to other departments.

• Participates in developing, implementing, and revising the facility's quality assurance program including focus meetings for falls, weights, skin, psychotropics, restraints, etc. and follow up on the Quality Indicators.

• Conducts audits of resident medical records, MARS, TARS, etc for quality improvement purposes. Assist and participate in activities related to the facility inspection or investigation by regulatory or accrediting agencies.

• Completes payroll documentation and approves timecards in Kronos. Monitors attendance and conducts follow-up as necessary.

• Conducts meetings to communicate information, changes, or additions in policies and procedures to the department.

• Prepares written and oral reports for the Director of Nursing. Assists in the development and implementation of nursing recruitment and retention programs.

• Adheres to professional nursing codes of ethics. Ensures resident safety and care according to state and federal guidelines. Participates as an active member of the EJ Healey Rehabilitation and Nursing Center Management Team.

• Makes recommendations for major equipment purchases to the Director of Nursing.

• Maintains a high level of quality that meets specific standard operating practices and procedures, consistent with organizational goals. Supervises any agency nursing staff and ensure the documentation is complete for their shift.

• Reports any required documentation to the Scheduler to contact the agency for the nurse to return to the facility.

• Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

Education:

Associate's, Bachelor's, or Diploma in Nursing required.

Experience:

Five (5) years experience as a licensed nurse required, two (2) of which shall be acquired in a supervisory/lead capacity in caring for critically/terminally ill or long-term care persons.

Certification:

Basic Life Support (BLS) American Heart Association certification required; Advanced Cardiovascular Life Support (ACLS) certification preferred.

Licensure:

Valid Florida Nursing License required.
